The goal of the plan is to identify projects that can reduce damages from future natural hazards. The primary hazard in Rensselaer County is flooding, but other potential hazards that can impact our area include drought, extreme temperatures, snow, ice, hail, windstorms and tornadoes, among others. The plan allows the County and its participating municipalities to be eligible for future mitigation funding from FEMA. It addresses a variety of potential natural hazards that could affect some or all of our residents.

General Information page (http://www.rensco.com/departments/public-safety/hazard- mitigation-planning/hmpp-information/)- recommended to remove existing content and replace with what’s shown below: Disaster Mitigation Act of 2000 The Disaster Mitigation Act of 2000 (DMA 2000) is federal legislation that establishes a pre-disaster hazard mitigation program and new requirements for the national post-disaster Hazard Mitigation Grant Program (HMGP). DMA 2000 encourages and rewards local and state pre-disaster planning, promotes sustainability, and seeks to integrate state and local planning with an overall goal of strengthening statewide hazard mitigation planning. This enhanced planning approach enables local, tribal, and state governments to articulate accurate and specific needs for hazard mitigation, which results in faster, more efficient allocation of funding and more effective risk reduction projects. What is hazard mitigation? Hazard mitigation is any action taken to reduce the loss of life and property by lessening the impact of disasters (natural, technological, and man-made) It is often considered the first of the four phases of emergency management - mitigation, preparedness, response, and recovery. Mitigation measures fall into the following six general categories: 1. Prevention: Measures such as planning and zoning, open space preservation, development regulations, building codes, storm water management, fire fuel reduction, soil erosion, and sediment control. 2. Property Protection: Measures such as acquisition, relocation, storm shutters, rebuilding, barriers, floodproofing, insurance, and structural retrofits for high winds and earthquake hazards. 3. Public Education and Awareness: Measures such as outreach projects, real estate disclosure, hazard information centers, technical assistance, and school-age and adult education programs.

Participating Jurisdictions page (http://www.rensco.com/departments/public- safety/hazard-mitigation-planning/hmpp-jurisdictions/) - Recommended to remove existing content and replace with the below: The plan update process currently underway began in the fall of 2018 and represents the first update of the Rensselaer County Multi-Jurisdictional Hazard Mitigation Plan. Rensselaer County has once again obtained FEMA planning grant funding to cover the cost of this update, and has opted to maintain its multi- jurisdictional approach, and will be inviting all 22 of the County’s municipalities to continue their participation in this important endeavor. Participation in the plan update involves no direct costs to be paid by any municipality; it does, however, involve dedicating personnel resources to participate in the multi-jurisdictional process. Municipal Resolutions to Participate (or Records of Decision to Decline) will be posted here for each community as they are received by RCBPS. Nonparticipating jurisdictions will no longer be able to apply to FEMA for hazard mitigation project grant funding.
