  2. 2017 CPSM / PCSO 2017 – PCSO works with county management and CPSM to complete study ▪ ▪ July 2017 – CPSM are on site to interact with PCSO staff and gather needed data ▪ September 2017 – PCSO receives “DRAFT” report, and immediately begins to work on making operational, protocol, and staffing changes based on the information provided ▪ September through December 2017 – PCSO continues to work towards completing recommendations that can be addressed, and also works with county management and CPSM staff in completing final study report. ▪ January 2018 – CPSM staff officially present report to Board. PCSO and County Management also present current status of work.

CPSM Recommendations Implemented Recommendations Enacted Since Draft Released ▪ ▪ Detective recommendation (#26) – FBI UCR training and proper use corrected through training and new protocol for the bureau ▪ Detective recommendation (#27) – In process of hiring a full time Crime Analyst ▪ Records recommendation (#39) – Obsolete records being purged through a special grant ▪ Professional Responsibility recommendation (#41) – Sergeant in place in Profesional Standards to receive, review and investigate external and internal complaints ▪ Professional Responsibility recommendation (#42 and #43) – Supervision of hiring and selection in place, as well as review/revision of policies with new Captain over HR/PSU

CPSM Recommendations Implemented Recommendations Enacted Since Draft Released ▪ ▪ Professional Responsibility recommendation (#44)– New Captain position attends staff meetings to satisfy this need ▪ Professional Responsibility recommendation (#47)– A new employee group has been formed with 11 members from all areas of the agency, and meet on a quarterly basis for suggestions and open communication ▪ Recruitment/Selection/Promotion recommendation (#57) – Partially completed with social media campaign and additionally with media project with PCSO (Live PD) ▪ Training recommendation (#60, #61 & #62) – A Training Sergeant is now in place in Training, and Detention training staff now fall under his supervision to assist with the overall training needs of the agency. ▪ Training recommendation (#71) – We have established a great working relationship with the FBI and the Chief Deputy is an active member of the FBINAA Az Chapter. We have a Captain attending the Spring session of the FBI Academy this year.

CPSM Recommendations Implemented Recommendations Enacted Since Draft Released ▪ ▪ Warrants/Extraditions recommendation (#79) – Worked with PCAO and continue to work to reduce extradition expenses, and ensure that low level/non-violent felonies do not require out of state extraditions ▪ Information Technology recommendation (#82)– This has started with limited units in the field (ASU, NARCS, GHOST) ▪ Information Technology recommendation (#84) – The new digital radio system is set to go live on Feb. 1, which will solve these issues

  6. 2017 CPSM / PCSO Several recommendations will require additional budget capacity for PCSO. • Recruiting, Retention and Pay Compression will have a significant budget impact that has not yet been quantified. Evidence management programs will be a significant one time cost and annual impact • • Additional Staffing of Community Service Officers, and other recommended positions will have a significant budget impact that has not yet been quantified. PCSO is working with county management to plan these into future budget cycles. • PCSO has begun work on several other identified areas or recommendations, but these are in the planning or beginning stages.
