  1. Preesall Underground Gas Storage Community Liaison Panel 27 th November 2017 0 0

  2. Introduction • Presentation at the request of CLP • Governance of Group • Introductions and Programme 1

  3. Agenda • Introduction • Overview • Construction Process • Environmental Stewardship • Q&A 2

  4. Overview Extent of the Preesall Underground Gas Storage Scheme: 3

  5. Preesall Underground Gas Storage Scheme: How it works National Transmission System River Wyre Caverns Dock Irish Sea Nateby

  6. Preesall Underground Gas Storage Scheme: How it works National Transmission System River Wyre Caverns Dock Irish Sea

  7. Overview What we have been doing since the DCO was granted? • Commercial – Contractors, Investors & market sector • Technical – Surveys & Design • Engagement – Regulators & Stakeholders 7

  8. Engagement Community Liaison Panel 8

  9. Overview Is this new technology? 9

  10. Background Scheme Overview – What is it? Types of storage in UK: • Depleted oil/gas fields • Reservoirs • Caverns: • Bedded salt strata Preesall will use new purpose built caverns 10

  11. Background UK Gas Network Intermittent generation need expanding UK gas storage depleted by Rough closure 70% of UK storage lost 13 days down to 4 days 11

  12. Overview Response to recent enquiries Will gas be stored in legacy brine wells? Can gas escape from the caverns? Can the gas pressure build up to a dangerous level? Will fracking effect the caverns? Is mercury waste stored in caverns? 12

  13. Overview Response to recent enquiries Will gas be stored in legacy brine wells? A No gas will be stored in the legacy brinewells. Gas will be stored in newly created caverns specifically designed for gas storage 13

  14. Overview Response to recent enquiries Can gas escape from the caverns? A Gas is stored in salt deposits because of its unique properties which prevent gas migrating: • Low porosity so there are no voids for gas to migrate through • salt is self healing 14

  15. Overview Response to recent enquiries Can the gas pressure build up to a dangerous level? The pressure is controlled and monitored between A maximum and minimum permitted levels The maximum pressure is 83% of overburden pressure The minimum is 30% of overburden pressure The cavern pressures are within the range of the pressures in the National Transmission System 15

  16. Overview Response to recent enquiries Will fracking effect the caverns? A Seismic forces, whether from fracking or natural seismic events, will not affect the cavern stability. A seismic risk assessment has been undertaken by independent international experts 16

  17. Overview Response to recent enquiries Is mercury waste stored in the Halite Energy caverns? A Mercury waste is reported to be stored within Brinewell 107 which is owned by NPL Estates. 17

  18. Construction Process 18

  19. Construction Process Preesall UGS (DCO July 2015): “No authorised development shall commence until a written scheme setting out all the stages of the authorised development has, after consultation with the highway authority, been submitted to and approved by the relevant planning authority. ” “The authorised development shall not be carried out otherwise than in accordance with the approved development plans.” (*) * Note s.4.2-4.6 19

  27. Environmental Stewardship 28

  28. Environmental Stewardship • Environmental commitments made within DCO Application • Statements of Common Ground • DCO Requirements (Schedule 9 of DCO) • Deemed Marine Licence (Schedule 7 of DCO) • Environment Agency Discharge Consent • Environment Agency Abstraction Licence • Pre-construction surveys/investigations 29

  29. Environmental Stewardship Environmental Commitments made within DCO Application • Environmental Statement • Habitats Regulations Assessment • Landscape and Ecological Management Strategy Plan (LEMSP) • Site Waste Management Plan • Travel Plan • Statement of Engagement of Section 79(1) of the Environmental Protection Act 1990 Matters (Statutory Nuisances) 30

  30. Environmental Stewardship Statements of Common Ground • Over 50 prepared • Topics Covered: Air Quality; Archaeology and Built Heritage; Deemed Marine Licence; Ecology; Landscape; LEMSP; Noise & Vibration; Transport & Access; Water Quality, Sea Defences & Flood Risk • Agreed with: Wyre BC, Lancashire CC, Natural England, Environment Agency, English Heritage, RSPB, Marine Management Organisation (and Cefas), Lancashire Wildlife Trust, Highways Agency 31

  31. Environmental Stewardship DCO Requirements (Schedule 9) • Req 7 – European protected species • Req 8 – Ecological management scheme • Req 9 – Landscape scheme • Req 10 – Implementation & maintenance of landscaping • Req 18 – Ground/surface water & pollution prevention • Req 19 – Archaeology • Req 23 – Code of construction practice • Req 24 – Construction worker travel plan • Req 26 – Control of noise during construction & maintenance • Req 27 – Control of noise during operational phase • Req 28 – Control of dust emissions • Req 29 – Protection of agricultural practice • Req 30 – Soil stripping, handling and storage • Req 37 – River Wyre crossings 32

  32. Environmental Stewardship Deemed Marine Licence (Schedule 7) • Covers activities licensable under the Marine and Coastal Access Act 2009 • Agreement of Method Statements • Notification requirements • Reporting requirements • 11No. conditions prior to commencement of licensable activities (e.g. marine benthic and ecology habitats survey, Vessel Movement Plan, Construction Monitoring Plan, Written Scheme of Investigation) • 14No. conditions during construction of the licensed works (e.g. best practice) • 4No. conditions following completion of the licensed works (e.g. backfilling) 33

  33. Environmental Stewardship Environment Agency Discharge Consent • Permits the discharging of trade effluent (brine) 2.3km west of the coastline at Fleetwood into the Irish Sea • Informed by dispersion modelling (results supported by recent Environment Agency modelling) • Exceedance limits on discharge volume, rate, salinity, suspended solids, pH, tributyl tin, total cadmium and temperature • Requires ecological monitoring • Should discharge cause salinity, tributyl tin and copper levels in the receiving waters to exceed the limits stated, the discharge will cease (and will not re-commence without the prior written agreement of the Environment Agency) 34

  34. Environmental Stewardship Environment Agency Abstraction Licence • Permits the abstraction of water from Fleetwood Fish Dock for the purposes of solution mining • Limits on maximum quantity of water to be abstracted • Measuring and reporting requirements • 9No. additional conditions (e.g. installation of a 1-2mm fish screen to prevent the entrapment, entrainment or impingement of fish and eels at the point of abstraction) 35

  35. Environmental Stewardship Pre-construction Surveys/Investigations • Pre-construction ecology surveys ➢ Badgers ➢ Bats ➢ Barn owls ➢ Otters ➢ Water vole ➢ Great crested newts (& other amphibians) ➢ Arable weeds ➢ Hedgerows ➢ Trees ➢ Marine benthic and ecology habitats • Pre-construction archaeological surveys • Pre-construction noise monitoring 36
