  7. So we turned a disaster into opportunity • NDRRA – nothing like a couple of disasters to shine some light on things • Opportunity to use the Day Labour Trials to improve practices at CTRC • Better Quality Assurance • Better Work Practices

Benefits of using Councils for Roadworks – CTRC example Financial • Don’t always have to pay for accommodation (it is a big region) & when council does have to camp out they have existing facilities at Greenvale etc. • Greater efficiencies due to reduced travel times • Already have local agreements in place for gravel and water • Councils have assets available locally to undertake the works also have their own workshop for breakdown, servicing etc. • Council is the major employer in the area • Non Tangible -

  15. NDRRA Works • 30 Contracts for NDRRA works completed • Council Road Network – 4,235 km of sealed and unsealed roads – NDRRA worked on 294 roads covering 3,795 km (90%) of the network – Contract Duration – Average 17 weeks

  16. NDRRA Works • 530 km of Surface Formation Grading, • 620 km of Gravel Resheeting • Approximately 30% of road Network was brought back to pre disaster standard

Safety • Five Safety Incidents were reported and recorded • Truck hit Grid Post, No LTI (Bruslee) • Wheel blew up while being inflated, Squashed hand, No LTI (Valley of Lagoons) • Wheel came off Water Truck, No LTI (Valley of Lagoons) • Dog Trailer Fell Over, No LTI (Jessie Springs) • Roller hit gate and post, No LTI (Herveys Range) • Significant achievement to have no LTI on project of this size

  18. The Outcomes • Improved capability in the CTRC Contracting Market – For the Contractors – For the CTRC workforce

  19. Improved Contract Management • Contractors – Are aware of legal requirements and responsibilities – Now have and use Project Safety Plans – Now have Traffic Management Plans and people to implement them

  20. Council Benefits • CTRC Employees are now more attuned to the need to be competitive in relation to Road Construction

  21. Fleet • We are now “right sizing the organisation • And when we need gear (plant) we will hire it like most others do • Not sustainable to have plant depreciating in the yard and not being used

  22. Community Benefits • Money spent locally • Asset restoration • Public awareness of NDRRA works • Complementary works

  23. The Result • Leveraged new skills to attain DTMR work on Gregory Development Road • Meetings with Main Roads to – Job Estimates – $4 million plus a variation of $2 million due to changes in pavement design – Construction Period April – October 2013

  24. The way forward from a CTRC Perspective • Work together to realise funding opportunities through Strong Choices • Partnership with DTMR to reach pre- qualification standards
