  1. Organization: Major Projects: Dallas County Utility and Reclamation District (DCURD) is a political subdivision of the State of Texas created by a  Reclamation to create the 1,000 acre Las Colinas Urban Center 1983 special act of the Texas Legislature that became effective on February 1, 1984. It is the successor to Dallas  Urban Center Levee County Municipal Utility District No. 1, which was created by the Texas Water Commission (now known as the Texas  Lake Carolyn Storm Water Pump Station Commission on Environmental Quality) in 1972. The District was created to construct and operate certain  Royal Lane Reclamation Project – La Villita infrastructure and amenity elements within the Las Colinas development in Irving, Texas.  Lake Remle and Canals  Hackberry Creek Reclamation – Neiman Marcus Functions:  Cottonwood Creek Flood Management System – TPC Byron Nelson Waterways  flood control and drainage  Raw Water Supply System  land reclamation  Extensions of Colwell Drive, Walnut Hill Lane, and Las Colinas Boulevard  water transportation concessions  Buffalo Boulevard  land-based transportation  Colorado Drive  streets and roads  Participation with the City of Irving in SH 161  recreation and open space amenities  Area Personal Transit System  raw water supply and irrigation  Electricity Aggregation – Electricity Aggregation groups created to assist property-owning taxpayers in DCURD to  lake management receive the maximum benefit from the deregulation of electricity under S.B. 7.  City TIF District No. 1 – City of Irving TIF District No. 1 created to accelerate economic development in Las Colinas Board of Directors and Staff: through various means including advance infrastructure construction. DCURD is a beneficiary of the TIF. DCURD is governed by a Board of Directors appointed by the Irving, Texas City Council. The term of office is four years. Permit To Appropriate State Water No. 4047 (Vol. 83244, Pg. 5192): Impoundments on Cottonwood Creek and Southfork Hackberry Creek. Special Conditions (C) “Permittee shall maintain the reservoirs authorized herein at their normal maximum operating level at all times with water purchased from a water supplier which has a right to sell water for the purposes authorized herein.” 2. Permit To Appropriate And Use State Water No. 5586 (Vol. 98046, Pg. 01542): Impoundments of Las Colinas Boulevard Lakes and Hackberry Creek Segments I and II Special Conditions C. “After initial filling, Permittee shall maintain each reservoir at its normal maximum operating elevation with groundwater-based effluent purchased from the Central Regional Wastewater System Of The Trinity River Authority Of Texas or from other sources having authorization to provide such water.

  3.  Approximately 23 miles of pipelines.  17 pump stations for the transfer and distribution of raw water.  Supplied approximately 29,472,000,000 gallons of raw water since 1986, with an annual average of 914,000,000 gallons per year during the last 5 years.  Raw water is used for make-up of lake evaporation and irrigation purposes. Summary of Water Supply Benefits It provides a drought-proof source of reclaimed water Since 1986 it has been a positive progressive environmental element to the Las Colinas Development It is a water conservation activity. Potable water and capital costs to provide potable water systems can be diverted to higher priority uses by the City of Irving.

PIPELINE DISCHARGE PERMITTING REQUIREMENTS Trinity River Authority (TRA) is leading the re-permitting effort with the TCEQ Current Permit issued February 4, 2008 Existing/Interim Permit  Annual average flow – 162 MGD  Two-hour peak flow – 281,250 gpm (405 MGD)  Quality criteria – 7 mg/l CBOD, 15 mg/l TSS, 2/4 mg/l NH3, 6 mg/l DO min. Updated Permit  Annual average flow – 189 MGD  Two-hour peak flow – 385,417 gpm (555 MGD)  Quality criteria – 7 mg/l CBOD, 15 mg/l TSS, 2/4 mg/l NH3, 6 mg/l DO min.
