Updates –Status of 2018 Funding • HUD allocated funds; agreement signed in September. • 1 st round completed and awarded approximately $5.6 million. • 2 nd round, ending 12/31/18, available balance of approximately $8.4 million • Breakout of available funding for the second round is as follows: • Microenterprise assistance - $183,293 • Public Works - $4,239,026 • Community Facilities - $1,307,934 • Housing Rehabilitation - $2,709,918 3

Updates - Latest CDBG Developments –Status of 2019 Funding • T-HUD bill was approved by House and Senate; didn’t get signed by President before September 30, 2018 federal year end. • HUD funds included under Continuing Resolution which has been signed by the president (effective to December 7, 2018). • 2019 projected allocation amount for Oregon = 2018 funding amount –Start of 2021-2025 Consolidated Planning effort • Affirmatively Furthering Fair Housing (AFFH) vs. Analysis of Impediments to Furthering Fair Housing • Stakeholders input and feedback on citizen participation efforts • Development of outreach effort 4

  5. Review of PY 2018 – Staff and process changes, specifically the application award process –Application time and deadline vs. project development –Online based training vs. one-on-one TA –Tools : E-application (newly implemented) –Assessment of scoring and minimum point requirements 5
