General Information Using resources from the Coronavirus Aid, Relief and Economic Security (CARES) Act Relief Fund to s upport nonprofits financially impacted by COVID-19 and unable to participate in the Kern Recovers Small Business Forgivable Loan Program. • Amount Allocated : $3,000,000 ($1,000,000 from County of Kern and $2,000,000 from City of Bakersfield) • Award Amounts : $5,000, $10,000 or $20,000 • Deadline : 10/15/2020 https://www.kerncounty.com 4

Eligibility Criteria • Demonstrate that funding is necessary due to the financial impacts of COVID-19 and will be used to mitigate these impacts • Legally Organized Nonprofit Entity (IRS – 501) • Actively registered to do business by the California Secretary of State • Physically headquartered in Kern County, as documented with the IRS or California Secretary of State • Primarily serve the constituents of Kern County • Directly provide a service or good available to, or benefitting, the general public 5

These organizations are ineligible: • Have received funding under the Kern Recovers Small Business Forgivable Loan Program • Use grant proceeds for an inherently religious purpose • Be exclusively engaged in lobbying • Be primarily engaged in distributing funds to other organizations or individuals • Be an educational institution • Be a governmental or quasigovernmental entity • Be a social, recreational, sports, or booster club • Be a private foundation 6

Award Criteria • Employee Count • 2019 Annual Revenues • Demonstrated Revenue Loss ➢ Actual decrease in revenues from 3/1/20-7/31/20 compared to 3/1/19-7/31/19 ➢ Support for projected loss of revenue from 8/1/20- 12/31/20 • Demonstrated COVID-19 extraordinary expenses (optional) • COVID-19 related financial assistance already received from any other sources such as: Federal PPP, Federal IDEL, and State grants 7

Application Tips Before you get started: • Obtain your NAICS or DUNS# www.guidestar.org • Know your organization’s supervisorial district: www.kerncounty.com • If you have a website, know your nonprofit’s web address in the following format: http://www.kernfoundation.org • Your organization’s Mission Statement • A brief description of the Customers/Beneficiaries Served You will not be able to save your application, so be prepared! 8

Before you get started: You will need electronic copies (pdf, Word, Excel, png, or jpg) of the following: ➢ Most recent federal tax filing: Form 990 or Form 990-EZ ➢ Articles of Incorporation ➢ IRS Determination Letter ➢ Corporate By-Laws ➢ Certificate of Status from the California Secretary of State (www.sos.ca.gov ) ➢ Brief description of intended use of the grant ➢ Revenues for the 5-month periods 3/1/20-7/31/20 and 3/1/19-7/31/19, if in operation during that time period 9

Before you get started: You may also need copies of the following: ➢ Receipt of other COVID-19 financial assistance (required if you received other COVID-19 related financial assistance such as PPP, IDEL, or State grants) ➢ Justification of extraordinary expenses related to COVID-19 (required if your organization incurred any) ➢ Projected loss of Revenue for the 5-month period: 8/1/20-12/31/20 (required if you expect a revenue loss for that time period) 10
