Key Aspects of a Neighbourhood Plan ´ Primarily concerned with planning / land use ´ Captures the collective wishes of the residents of our parishes ´ Achieved through public consultations and questionnaires ´ The needs of local businesses are taken into account ´ Has to be consistent with HDC’s Local Plan ´ No significant development proposed in Grafham or Ellington ´ Also provides the means of capturing non-planning community aspirations ´ Previous examples include the Shop, Pub and Broadband Internet ´ Might include environmental improvements A Neighbourhood Plan ensures the wishes of the residents are respected, rather than the commercial goals of developers

Why H & W want a Neighbourhood Plan • We see our neighbourhood developing beyond the District Council’s Plan • We want our needs to be listened to and addressed correctly • We want greater control of our own destiny • See a real opportunity to develop a new vision and a better plan for growth • Development doesn’t have to be just housing • Hunger for a different way of doing things • It provides greater opportunity to direct financial gains back into the local community

  8. Process Formal process laid out on HDC web site If decide to go ahead 1. Form Team - Willing volunteers + Parish Councillors - External consultancy help 2. Define Geographic area and apply for designation 3. Develop your Neighbourhood Plan - Consult, Consult, Consult - Translate into Objectives and Policies – make sure in general conformity with Local Plan - Document ALL that you do

Blank canvass Need to prompt reaction – previous plans, Parish Plan, PC minutes etc. Identify Issues/Concerns + Opportunities /Aspirations and how to build on strengths Plan is about taking control – setting the agenda and not just reacting Material for an Issues and Options Survey + later the pre submission version of plan and ultimately the referendum

  11. E.g. How might development occur if our vision were to become the premier tourist destination for Huntingdonshire? Development = Growth, Evolution, Expansion, Progress, Advancement, Enlargement, Improvement and not just in housing! What ‘development’ and policies might be considered appropriate if associated with Tourism ..... and what might not? - Fishing Lakes and Lodges -Protection of precious Landscape & Views - Expansion of Golf Course -Countryside management - Catering/Tea rooms -Local employment - Office Space / units. -Eel Farm development - Equestrian & Alpaca Centre -Conservation Area and protection - Related Shops, Markets -Listed building protection - National Trust Properties -SSSI and CWS expansion and management - Boating/ Moorings -Biodiversity protection - Camping/Caravanning -B & Bs, Guest Houses, holiday homes - Cycling/ Walking -Riverside and Heritage crafts - Bus routes/ Public transport -Allotments and Local Food - Coach/car parking -Green burial site - Toilets -Green energy etc. etc.

Examiners report & recommendations 6. Referendum Version voted on by the community 7. Plan ‘made’ in law and adopted by HDC as part of the Local Plan

  15. Pot Holes to look out for: • Lengthy process • Requires commitment from a core group • Resource (outside of the PC) • Environment agency • Managing different views • HDC culture, understanding/interpretation and application • Training and development of new Parish Councillors
