  5. Our vision is that in 2036 Shenley will have maintained and improved its distinctive attractive character and heritage as a beautiful rural village. A setting that has evolved over ten centuries, surrounded by highly valued open OUR VISION countryside most of which is still actively farmed with an active and diverse community served well by its amenities and facilities including an improved walking, cycling and public transport provision.

  6. Creates a specific planning policy for all future development in Shenley which must be adopted by Hertsmere Borough Council when determining applications in the Parish. WHY IS A PLAN Creates design codes which set appropriate standards for IMPORTANT? all future development in Shenley. Valid for the next 15 years .

  12. POLICY SH1: RURAL CHARACTER

Some developments in Shenley have not been in-keeping with the rural nature of the existing village This policy aims to ensure that any future development is consistent with the character of the area Encourages designs to enhance the area while maintaining CHARACTER SH1: RURAL the local landscape Requires proposals to follow the Shenley Design Principles & Code which are also defined in the Plan Helps developers meet requirements by being specific while offering a wide range of approaches

Layouts must follow local rural DESIGN PRINCIPLES patterns Proposals to include comprehensive design documents for scrutiny Material choices to be signed off by a conservation or case officer Plot sizes must reflect the area and landscape and provide social spaces & CODE Proposals should include a range of building sizes

Buildings shall be designed to be flexible and adaptable to support changing needs DESIGN PRINCIPLES Architecture will show restraint and reference Shenley’s existing buildings Creative use of roof space to maximise room while maintain rural forms is expected & CODE Buildings must consider Climate Change and Environmental Protection

  16. Maintain rural edges and gaps between buildings and open countryside DESIGN PRINCIPLES Include gaps that provide space for green areas Avoid urban boundaries such as tall walls and fences & CODE Proposals must maintain woodlands and existing hedge systems

  17. POLICY SH2: SHENLEY VILLAGE SPECIAL POLICY AREA (SSPA)

This policy defines an area around the old village where additional rules apply to any proposed development POLICY AREA (SSPA) It includes the existing conservation zones, Shenley Park, and an area west of London Road which may be included in the Hertmere Local Plan Some development within the Special Policy Area could be supported if SH2: SPECIAL important requirements are met to ensure it fulfils the Plan’s needs The policy aims to apply some Green Belt rules to areas that Hertsmere may remove from the Green Belt and to any brownfield sites that may become available Encourages the use of community-led planning schemes such as a Neighbourhood Development Order or a Community Right or Build Order

  21. The Spinney Woodland and connected hedge system is designated as Local Green SH3: LOCAL GREEN Space where inappropriate development will not be approved SPACE

  23. • Supports development of: SH4: HOUSING MIX • One- to three-bedroom homes; and • Financially more affordable; or • Homes for people with local connections; and • Self-build and custom build homes; or & CHOICES • Homes for 55+, elderly living alone, young families - in walking distance of amenities; and • Homes for wheelchair users

  24. POLICY SH5: CONNECTING SHENLEY VILLAGE

Support improved walking, cycling, public transport accessibility SHENLEY VILLAGE SH5: CONNECTING Support development / improvement of community facilities (shops, employment, green space, village square, pond, play facilities) Reinstate and contribute to maintenance of water features (eg. ponds) – as fully accessible public amenities wherever possible.

  26. Delivery of improved walking, cycling, public transport and strengthening Key Locations SHENLEY VILLAGE should be priority for Community SH5: CONNECTING Infrastructure Levy. Development proposals will be supported that make provision to connect the Internet, with realistic future-proof upgrades available.

  27. POLICY SH6: COMMUNITY INFRASTRUCTURE FACILITIES

  28. What do we mean by community infrastructure? • Health & GP services INFRASTRUCTURE SH6: COMMUNITY • Public Transport • Primary & Secondary Schools • Sheltered/55+ Housing • Parish Council and Community Meeting Spaces • Sports and Play facilities

  29. INFRASTRUCTURE SH6: COMMUNITY Development proposals which retain or improve existing local community infrastructure facilities or provide new facilities to meet the needs of the local population shall be supported

Publish a design and development brief which demonstrates how they have had regard to the Shenley Plan Policies and SH7: LOCAL KNOWLEDGE Design Principles and Code Demonstrate meaningful engagement FOR GOOD DESIGN with the local community such as collaborative, independently facilitated design workshops Show how proposals have addressed the views, ideas and any issues or concerns raised by local people and the Parish Council

  34. A government-endorsed industry standard to promote the creation of well-designed homes and spaces. SH8: BUILDING FOR LIFE 12 There are 12 questions / aspects e.g.: • Character and context • Transport and facilities • Parking and street design

  35. We encourage and guide landowners and developers to use the Built for Life 12 standards SH8: BUILDING FOR LIFE 12 To work positively with the Parish Council and the local community in the pre-application phase to ensure well designed places
