What is the Neighbourhood Plan ? The NP is intended to set out what development the Parish/the community wants over the next 20 years Policies produced cannot block development that is already part of the Local Plan What can shape where that development will go and what it will look like Once passed it becomes part of the UDC Local Plan

Who we’ve been working with Uttlesford District Council including our District Councillors The Parish Council The Rural Community Council for Essex Essex Highways The West Essex Clinical Commissioning Group and the local GP surgery The Department for Health Sport England The schools The Charity Commission Strutt and Parker Locality and AECOM Local businesses Developers and landowners Local stakeholders, like the Memorial Hall Committee, the churches and the Royal British Legion The owner of Edwards House
So, why haven’t we done it? Summer 2014 Felsted NPSG began work Dec 2014 The Planning Inspectorate rejected UDC's draft as unsound UDC Needs a 5 year Housing Supply (Strategic Housing Market Assessments) August 2017 Only 3.77 - 4.2 years supply Opened the door to developers UDC now needs to build a new plan Consultation July – September 2018 (Reg 18) Implementation September 2019
What about the Community Hub? Four sites identified as ‘ possibles ’ by Strutt and Parker We eliminated three as unsuitable – not real hubs The Memorial Hall and Edwards House was the preferred site Owner of Edwards House was unhelpful Unacceptable to the doctors Still a possibility for the shop Memorial Hall Committee MH has irreplaceable sentimental value Prefer to stay where they are Complexity Forced to abandon the idea
What about the Doctors ? Support a stand-alone project on Bury Farm land No support in the NP for housing development on this site
What now for Felsted? Still More homes required 14,100 over 22 year period in Uttlesford UDC originally said requirement for Felsted as a Type A village was 0 (Zero) Sec of State for DCLG requiring UDC to allocate circa 2000 additional homes Could be 100 additional new homes for Felsted
New Uttlesford Plan - July Consultation New settlements at Easton Park, west of Dunmow; in North Uttlesford, north-east of Great Chesterford; and west of Braintree. A broad strategy for meeting the locally generated housing targets and the role of rural settlements hybrid distribution strategy’ that includes ‘new settlements, towns and villages is the most sustainable’ Around 16000 new homes needed to meet demand for properties in the District over the next 16 years. How many for Felsted ? We don’t know UDC can’t tell us No established methodology UDC can impose a number
How can we protect Felsted? Press ahead urgently on controlling housing development and achieving some community benefits. Allocate a site for a new surgery in Station Road. Put in place policies to support the shop if a suitable centrally located and commercially viable site becomes available. Support the development of up to 60 new homes over our 20 year plan period. Ensure developments we support offer material benefits to the community now and provide a contingency for the future, for example for the likely expansion of the primary school. With the PC establish a Felsted Community Trust that could use funding from developers for example to help the MH refurbish.
Will the Neighbourhood Plan work? Don’t know for sure! Sure as we can be that a further allocation will come our way Negotiate with UDC to have our NP site allocations accepted as the Local Plan allocation Without a Plan we are sure it’ll be worse!
