Title 32 to Title 5 Conversion DESIRED END STATE : When directed by the Secretary of Defense, comply with Section 1053 of the FY16 National Defense Authorization Act. Section 1053 contains two primary provisions that concern the National Guard of each state. • Convert not fewer than 20% of current Dual Status Positions to Title 5 civilians by 1 Jan 2017. • The phased-in termination of all Non-Dual Status (NDS) Technicians through attrition beginning 1 Jan 2017. JFHQ Re-Balance DESIRED END STATE: Resources aligned with organization priorities . Baseline established validating JFHQ-NC fulltime support (FTS) organization and functions ensuring adequate personnel resources are authorized where required in positions with documented duties and responsibilities. The Troops to Task effort will provide the baseline and common understanding across the headquarters and will be used as a decision support tool for equitable personnel resource authorization allocation decisions taking into account all employee statuses and types .
