Census and exits 176 guests at peak (January 2019) • 130 exits to date: Positive Exits= 68 • 58 housing (Avivo and various other, including moving in with family) • 2 mental health commitment (involuntary treatment) • 3 nursing home • 5 inpatient treatment Negative exits= 62 • 8 jail • 10 unknown (disappeared) • 7 shelter (most still working on housing but it is slow going) • 20 asked to leave, destination unknown • 2 died • 14 exited in May for not engaging with services • 1 other (beyond scope medically)
Current census: 46 Status (as of May 22, 2019) • 10 have firm housing or treatment admission dates for prior to June 3 • 28 actively working on housing and will transition to alternate shelter for interim • 8 will likely exit prior to closure and are not accepting services being offered • Exits for non-participation: Beginning in May, Simpson began exiting guests who were not actively working to come up with a housing plan. In all cases alternate shelter was offered; roughly 10 accepted other shelter, and the others presumably returned to unsheltered homelessness.
Housing outcome rate in context Rate of housing placement out of the Navigation Center is significantly higher than other traditional shelters. Why? • Majority of placements are through Avivo/Red Lake partnership with Housing Support state benefit- easily scalable, uncapped resource • Benefit doesn’t begin until housing begins- making work with individuals while still homeless difficult for agencies to finance • For Navigation Center, philanthropy and state contributed $243,000 seed funds to enable Avivo to expand team by six case managers, to house additional 90 people • Housing longevity in these placements too early to assess
Closure date: June 3 Status on closing day: Projected to be 20-30 guests remaining, all of whom have housing (or treatment) • referrals, but whose units are not yet ready for them to move in. • They have all accepted temporary alternate shelter until they can move into their housing. These waits will range from a few days to a several weeks. • Community outreach, shelter, and housing agencies will remain connected to this group after Navigation Center closes to help ensure placements occur as planned. • Avivo housing program will continue to enroll guests and former guests on their housing wait list.
