Me tr ologic al tr ac e ability • ISO/IEC 17025 and ISO 15189 requires measurements to be traceable to the SI Units whenever possible • At every assessment of those 45000+ accredited laboratories, assessors from the Accreditation Bodies ask for documentation of traceability to the SI • All assessors are trained in a similar way and are knowledgeable of the many ILAC policies such as the policies for Inter Laboratory Comparisons, Traceability and Estimation of Uncertainty. • Most of the billions of measurements made every year, by accredited laboratories in support of trade, have traceability to the SI standards mainly realized in the national metrology institutes from the countries who have joined the Meter Convention. It’s what enables the modern world to function.

  4. R e sults fr om c lose c ollabor ation • CALIBRATION AND MEASUREMENT CAPABILITIES paper by the joint BIPM/ILAC working group , issued in 2007, which identified the equality of the CMC and BMC. Ever since the CIPM MRA has played a larger and larger role in accreditation. • In 2010 ILAC issued its policy for Estimation of Uncertainty in calibration, ILAC P14 , and once again the strong cooperation between BIPM and ILAC was evidenced by the participation of a BIPM representative in the ILAC working group preparing this publication. • Jointly with OIML and ISO, ILAC and the BIPM issued in 2011 the quadripartite Declaration on Metrological Traceability. • In 2013 ILAC issued its policy for traceability, ILAC P10, which places the CIPM MRA as a cornerstone of the ILAC laboratory accreditation program that allows trusted open access to sourcing of measurement traceability.

Impor tanc e of r e ssour c e s at the BIPM • Not only is the CIPM MRA important for Accreditation and ILAC. • The KCDB is a valuable database tool used in many accreditation bodies to establish state of the art practice in metrology. Assessors have open access to a huge amount of information on CMC’s as well as results from key comparisons. • ILAC appreciates that the KCDB works well, but as everyone knows it’s now some years old and ILAC looks forward to the review of the KCDB as well as the CIPM MRA and ILAC will do our best to contribute to the discussions lying ahead. • ILAC and its accredited laboratories are surely a major user of CIPM MRA services.

Ne e d for Inte r L abor ator y Compar isons • It is recognized and highly appreciated that many NMI’s also provide crucial services not covered by the CIPM MRA, as providers of proficiency testing schemes (Inter Laboratory Comparisons). • A small group of accredited laboratories hold primary standards and need a service they can only get from the NMIs and that is: – To compare their realisations of the SI or derived SI units to those realised under the CIPM MRA. • ILAC would like to see that service be considered as a market need when the CIPM MRA is revised so that it becomes more available - respecting that Key Comparisons remain organized for NMIs under the CIPM MRA in the first step. • ILAC highly appreciates those NMI’s offering such comparison at any level already today and encourages all NMIs being members of the CIPM MRA to do this.

  7. Ac c r e ditation of NMIs • There are NMIs that both participate in the CIPM MRA and choose to be accredited. • In one region there is very close cooperation between the RMO and the Regional Accreditation Cooperation and this has lead to the development in 2012 of the “ Joint ILAC – CIPM Communication regarding the Accreditation of Calibration and Measurement Services of National Metrology Institutes ”. • ILAC is pleased to see appreciation of accreditation and hopes that accredited NMI’s will benefit even more from their accreditations in the future, in order to avoid duplication of work in assessment of the Quality Management System. • The Joint Communication clarifies how the accreditation bodies can benefit from the work done by the Consultative Committees and from the Key Comparisons the NMI has participated in. • In this way the CIPM MRA and ILAC Accreditation procedures supplement each other in the best possible way.

F inal r e mar ks • ILAC appreciates the close co-operation between BIPM and the NMI community in general – which has lead to enhanced development of the basic ILAC procedures. • The bilateral meetings held each year between ILAC and the BIPM help ensure that the relationship stays healthy and addresses issues that are relevant to both the accreditation and metrology communities. • The open and cooperative atmosphere and the mutual interest in securing traceability in measurements worldwide is indeed a joint task which enables us to collectively support business and trade for the world market.

  9. F or the futur e • While many areas of traceability have reached a high level of stability, new areas are always emerging and therefore call for co- operation. This includes traceability in laboratory medicine under the joint work in JCTLM as well as the steady growth of reference materials in the KCDB. • ILAC and BIPM collaborate in a number of other forums, often with other partners as well. Perhaps most notable is the JCGM - Joint Committee for Guides in Metrology which publishes the VIM and the GUM, the two bibles of metrology. • We shouldn’t forget the DCMAS Network where we jointly try to raise the standard of the technical infrastructure in the developing countries which brings benefits to everyone. • The BIPMs impartial and balanced contribution to ILAC working groups, has been highly valued and the benefits cannot be underestimated. ILAC sincerely looks forward to continuing this co-operation in the future.
