STATE PROFILE • Manipur is a small state of 27,327 Sq. Km. area with a population of 2,721,756 (2011 census) • Health care service in the State is primarily under the Government sector, although there are few private hospital/nursing homes.

HEALTH SERVICES ARE IN DOLDRUMS • Almost all District hospitals, CHCs, PHCs, PHSCs are in bad shape due to lack of infrastructures and human resource. • Almost all health care institutions in Manipur failed to comply with IPHS standards. • Most of the PHCs could not run 24x7 and fail to give 24-hour delivery and newborn care. • JSY and JSSK are not implemented properly.

PIL ON ICDS • There are 2 PIL on ICDS (i) one for proper implementation of ICDS services through Anganwadi Centers and (ii) another for ensuring entitlements and benefits of Anganwadi Workers and Helpers and to fully implement the Integrated Child Development Services in Manipur.
Fact Finding on working condition of Anganwadi Centre • Most of Anganwadi Centers were not equipped with a proper and designated kitchen for cooking food; • No mates, carpets, tables or chairs are provided for children to sit. Even cooking utensils are brought from the home of the Anganwadi Workers and unsed in the Centres kitchen; • Each anganwadi centres are provided with 50 kg of rice, 5 kg of Dal, 5 kg of pulses, 3 kg of peanuts. Anganwadi workers are asked to manage with these.
• Pregnant and lactating mothers are provided with 5 kg of rice from this 50 kg of rice. The Anganwadi Workers are asked to manage their beneficiaries within this amount. • No toys and posters provided since 2004, these if provided would have been useful to teach and retain children for four hours. • Our visit depicts that though supplementary food is provided; the quality of the food if poor.
• None of the Anganwadi centres that we visited had toilet facilities. Children were asked to go outside and sit on the road or sent home. • Nutrition health education of adolescent girls, pregnant women and new mothers is one of the services to be provided by ICDS, however same is not provided.
PIL for Anganwadi Centre • A PIL was filed for proper implementation of National Food Security Act, 2013 and Integrated Child Development Services (ICDS) in Anganwadi Centres. • High Court issued notice on 4 th September 2015. • No Counter Affidavit is filled till date by the State of Manipur.
Pathetic conditions of Anganwadi Workers and Helpers • Government of Manipur failed to provide Anganwadi Workers and Helpers with necessary support, infrastructure, supplies, entitlements and services necessary to fully implement the ICDS. • Legitimate demands of the Anganwadi Workers and Helpers are not considered for long time. • There is not disbursement of honorarium in time.
PIL for Anganwadi Workers and Helpers • A PIL was filed for ensuring Anganwadi Workers and Helpers’ entitlements and benefits and to fully implement the ICDS in Manipur. • The PIL is pending and no interim order has so far been issued. • After filing of the PIL, there is no change in the departmental action towards Anganwadi Workers and Helpers’ entitlements and benefits. • High Court has reduced the number of relief sought for.
Judges attitudes towards PILs/WPs • Most of the time Judges are very much against filing of PIL and they are trying to dismiss on technical grounds. • Judges put several irrelevant questions while moving a PIL. • The Court grant time to the Respondents as and when prayed for without filing their counter affidavits.
Key strategies • We are trying to establish a good rapport with the judges by organizing consultation, Workshops, Judicial Colloquium etc.; • We involved in awareness programme conducted by the Manipur State Legal Services Authority as resource persons; • We urge common people to assert their rights as and when they were victimized and their entitlements are deprived of.
