  4. Project Goals The Brown County Public Works Department, in coordination with the Villages of Howard and Suamico, have identified the following goals for the reconstruction of CTH M.

  5. Project Goals 1. Improve safety for all modes of transportation – vehicles, pedestrians, and bicyclists. 2. Reduce vehicular traffic congestion. 3. Provide good access to businesses and property owners, including access management strategies for the corridor. 4. Design for the next 25 years of traffic and economic development growth. 5. Design in a fiscally responsible manner, meeting project needs without overbuilding.

  6. Project Goals 6. Minimize right-of-way acquisition. 7. Minimize environmental impacts. 8. Minimize disruption during construction as much as possible to traffic, businesses, schools, etc. 9. Maintain a 45 mph speed limit from US 41 to Cornell Road. 10. Accommodate entryway aesthetic features (signs, lighting, etc.) the municipalities may want to incorporate into the project.

  7. Schedule 2020 – 2022: Field surveys, community input, & design. 2023 – 2024: R/W acquisition & utility work. 2024 – 2025: Road construction. Details on following pages.

  9. Belmont Rd. – Rockwell Ln. 2024 April ‐ June  High School traffic can utilize the Rockwell Lane roundabout.  CTH M traffic can be detoured through the Belmont roundabout during this stage.  Detour route will be Belmont Road to Belle Plane Road to Cardinal Lane for this stage.

  10. Belmont Rd. – Rockwell Ln. West End Detail Carolina Cherry Dr. WB right lane becomes right turn only onto NB Carolina Cherry Dr. EB additional lane and TWLTL starts after house east of Belmont Rd. Belmont Rd.

  11. Rockwell Ln. – Cardinal Ln. 2024 June ‐ August  Perform the work during summer break to avoid school traffic. Any school traffic can use Carolina Cherry Drive.  Detour route will be Belmont Road to Belle Plane Road to Cardinal Lane to CTH EB (Woodale Ave.) to CTH HS (Velp Ave.) for this stage.

  12. Cardinal Ln. – CTH HS 2024 Aug. ‐ Oct.  Detour route will be Cardinal Lane to CTH EB (Woodale Ave.) to CTH HS (Velp Ave.) for this stage.

  13. CTH HS – US 41 Proposed Roadway Driveways Right ‐ In, Right ‐ Out 12’ Paved Trail 12’ Asphalt Lane 12’ Asphalt Lane Raised Grass Median 12’ Asphalt Lane 12’ Asphalt Lane

  14. CTH HS – Urban Edge 2025 April ‐ June  Detour route will be Cardinal Lane to CTH EB (Woodale Ave.) to Cornell Road for this stage.  Traffic from the east (US 41) will be able to utilize the Urban Edge (Festival Food) roundabout.

  15. Urban Edge – US 41 2025 April ‐ June  Detour route will be W. Deerfield Ave. to CTH EB (Lakeview Dr. & Woodale Ave.) to CTH HS (Velp Ave.) for this stage.  Roundabout at Cornell Road is likely.  Dedicated WB left turn lane likely for Brookfield Ave.
