  1. Lumpy skin disease situation in Bulgaria Dramatic evolution & lessons learnt

  2. Measures under Orders РД 11-1054/22.06.2015 and 11-1388/20.08.2015 In the regions bordering Turkey and Greece:  Enforced epidemiological preparedness  Weekly clinical examinations in all cattle herds  Ban for animal markets  Enforced controls on the identification of all cattle and update in National electron database  Regional and municipal epizootic commissions  Information for mares, farmers and all stakeholders about clinical signs, biosecurity measures and their obligations in case of suspicions  Enforced controls on animal movements and biosecurity measures

  3. The LSD situation in Bulgaria  Date of first outbreak: 13 Apr 2016  Date of last outbreak: 01 Aug 2016  217 outbreaks confirmed  17 regions affected  2814 bovines in the affected herds  366 bovines with clinical signs

  4. LSD outbreaks and bovine number by territory

  5. The LSD situation in Bulgaria  Date of first outbreak: 13 Apr 2016  Date of last outbreak: 01 Aug 2016  217 outbreaks confirmed  17 regions affected  2814 bovines in the affected herds  366 bovines with clinical signs

  6. LSD cases in milk and meat production herds

  7. Density of the LSD outbreaks Number of LSD outrbeaks  17 affected regions (out of 28) in total confirmed per regions Number of LSD outrbeaks confirmed per regions Shumen 4 Gabrovo 2 Yambol 2 Haskovo 22 St.Zagora 8 Sofia city 6 Smolyan 9 Plovdiv 15 Pernik 3 Pazardzhik 16 Montana 3 Lovech 2 Kyustendil 7 Kurdzhali 2 Vratsa 1 V.Turnovo 1 Blagoevgrad 114

  8. LSD outbreaks per size of the herds Small herds (up to 10 animals ) with low biosecurity are mainly affected 2% up 1 cattle in the farm 6% 19% 2 to 10 cattle in the farm 46% 11 to 40 cattle in the farm 41 - 100 cattle in the farm 27% more than 100

  9. Updated Outbreak Assessment Lumpy Skin Disease in South East Europe 29 th April 2016 Ref: VITT/1200 LSD in South East Europe

  10. Control measures based on: • Council Directive 92/119/EEC of 17 December 1992 introducing general Community measures for the control of certain animal diseases and specific measures relating to swine vesicular disease; • Commission Implementing Decision (EU) 2016/645 of 22 April 2016 concerning certain protective measures against Lumpy skin disease in Bulgaria; • Commission Implementing Decision (EU) 2016/1183 of 14 July 2016 approving the emergency vaccination programme against lumpy skin disease of bovine animals in Bulgaria and amending the Annex to Implementing Decision (EU) 2016/645; • National legislation

  11. Vaccination

  12. • Vector control and desinsectisation over vector biotopes (along main rivers, valley and paddy fields). spraying outbreaks areas and Danube area

  13. Surveillance in vectors LSD virus found (PCR positive) in: • Flies: Tabanus spodopterus - females • Ticks: Hyalomma marginatum - females Rhipicephalus bursa - males + females

  14. Surveillance in wildlife • No studies if LSDV affects European wildlife • LSD detected in saliva from affected cattle with generalized form of the disease, while blood was already negative • Non-invasive sampling with salt lick type of baits was performed to collect saliva from red deer and follow deer and to be tested for LSD • The NI sampling was performed in area where the disease was present in domestic cattle • Results: no evidence that LSDV affects red and follow deer. Non invasive surveillance for LSD works well for cattle. • Surveillance in wildlife is being continued…

  15. Key challenges and problems faced • New disease and lack of experience; • Vaccine delivery – tender procedures; • Laboratory capacity; • Trade restrictions, bovine transit problems; • The social factor;

  16. Key challenges and problems faced 2 • For a first time – not a money problem!!! • New disease and lack of vaccine producers • Many countries involved in same time • EC vaccine bank • Tender procedures – written from lawyers and accountants – problems in emergency!!! • Quick response to many outbreaks at the same time • Vaccine delivery – tender procedures • Outbreaks after vaccination • Laboratory capacity for distinguishing (DIVA not present)

  17. New Decision voted at PAFF, 14 Sept Movements allowed under conditions

  18. Thank you!
