  2. A PRESENTATION ON THE ROLE OF STAKEHOLDER INSTITUTIONS IN DEVELOPING CRITICAL SKILLSETS IN THE UPSTREAM PETROLEUM SECTOR PRESENTED ON BEHALF OF MRS.   3. INTRODUCTION In July 2007 oil was discovered in commercial quantity in the • Western Region of Ghana. The location was named “Jubilee field”. Stakeholder engagement became necessary in availing • conditions appropriate to propel the sector to its height while sustain it. As a stakeholder, Educational Institutions have a duty to • develop basic critical skillsets needed in the Upstream Petroleum Sector and industry in general. Technical and Vocational Education Training (TVET) schools of • the Ghana Education Service gives competency-based hands- on-training ie lower level expertise required to perform various tasks in the Oil and Gas Sector.

CRITICAL SKILLS TRAINING PLATFORM  Between 2016 - 2017 Kimtech, TTI and RMU witnessed the commissioning of state-of-the-art Oil and Gas Capacity Building workshops/laboratories.  It was funded by the World Bank dabbed the Oil and Gas Capacity Building Project under the auspices of the Ministry of Energy and Petroleum.  The facility is to give hands on-training to Ghanaians and other nationals for the Oil and Gas Sector.  the refurbishment and equipping of the workshops, Instructors in the beneficiary Departments have been given “Equipment Specific” training to build their capacities to effectively utilize the machines and equipment thus properly positioning our Institutions to deliver on our mandate.

TRAINING PROGRAMMES BY THE INSTITUTES  Our staff are well positioned to train workers who can think critically and creatively in the context of their work, solve work-based problems and make sound decisions at work.  Our workshops provide skills training for regular TVET students leading to the award of National Board for Professional Technician Examination (NABPTEX) and Technical Examination Unit (TEU) Intermediate certificate II.  These Graduates end up at the tertiary institutions as springboard to Upstream Petroleum Sector.  Some end up in industry associated with the Oil and Gas, and Mining Sectors.

  6. …Continue TRAINING PROGRAMMES RUN BY THE INSTITUTES  Since employers seek workers with cross-cutting knowledge areas and skills, students from other Departments are given the opportunity of add onto their skills from these workshops.  We also ran skills training programs for artisan, master craftsmen to build their capacity leading to the award of certificate of proficiency, some of whom end up in or ran services for the Oil and Gas industry.  Under an MOU Kimtech and TTI will train while RMU award certificates of international standing acceptable in the Oil and Gas Sector.

  9. PLUMBING AND GAS FITTING TECHNOLOGY (PGT)  Critical skillsets under the PGT for Upstream Petroleum activities are pipe fitting and gas pipework, fixing and maintenance of sanitary appliances.

  10. MOTOR VEHICLE ENGINEERING  Renders support systems in servicing and maintenance of engines and light to heavy- duty hydraulic machines for industrial setups

  11. MECHANICAL ENGINEERING WORKSHOP

  12. MECHANICAL ENGINEERING TECHNOLOGY  Develop critical skillsets in bench fitting, drilling, milling, shaping, lathe work, grinding , safety and maintenance in machine shops of companies.

GIRLS SKILLSETS TRAINING  Local Content requires increased female participation in Oil and Gas Sector.  Technical/vocational training should not be a preserve for men since some women have equally carved a niche in the trade.  Amidst challenges, Kimtech has in recent times witnessed growing female enrolment who acquire skillsets for industry

CHALLENGES OF FEMALE ENROLMENT  Lack of a Girls’ Dormitory has rendered female students non resident with all the dangers associated with renting outside the school premises.  An introduction of Hospitality and Catering Laboratory/Department will boost female enrolment and create employment opportunities in ancillary services of the Oil and Gas Sector.

  19. THE WAY FORWARD  Need for demand-driven training  Create and ease access to Industrial attachment  Sponsorship of training programs  Increase practical fees  Dealing with issues of fronting – educational review and reform
