  5. Open House Overview • Two Community Open House sessions were held at the Dietert Center on February 5th and 6th • Approximately 250 individuals attended either one or both sessions 5

  6. Open House Overview • The Open House consisted of stations providing topical information related to three alternative scenarios • Economic development • Infrastructure / Mobility / Public facilities • Quality of life / Guadalupe River / Parks • Downtown 6

Draft Preferred Scenario • The Draft Preferred Scenario was developed based upon community feedback at the open houses and through additional online input • The Draft Preferred Scenario combines key aspects of the Strategic Catalyst Areas and Compact Growth scenarios, which generally had the most positive community response • While the strategic areas identified in the Preferred Scenario are intended to establish priorities for future public and private investments, the Scenario is in no way intended to suggest that market driven development will not still occur in other areas of Kerrville and the surrounding ETJ 11

Draft Preferred Scenario Scenario Implications • New development focused on strategic assets of the city (Sports Complex, Expanded Downtown Area, Hospital, Schreiner University, Airport, Riverfront, IH 10 / SH 16 Gateway), and along major corridors • Multi-modal improvements (cars, bikes, pedestrians, strategic route circulator), traffic operations improvements; targeted network expansions; fill in sidewalk gaps; expand/extend trails • Higher level of reinvestment in existing neighborhoods • Strategic infill with limited additional expansion to better incorporate existing assets; diverse product mix including housing (Central Business District a primary focus area) • Major focus on the Guadalupe River for new development, redevelopment, open space and recreation, and riparian habitat preservation 13

Guiding Principles Overview • While the Comprehensive Plan Vision Statement, Place Types, and supporting maps play a key role in portraying the future vision of the community, the Guiding Principles help clarify the intended policy direction related to each plan component • For the Kerrville 2050 Comprehensive Plan, each Subcommittee was tasked with identifying preliminary Guiding Principles to support further development of their specific topic by the consultant team 27

Guiding Principles (Examples from Other Communities) • Keep existing neighborhoods vital by retaining their residential character • Include non-residential uses that support neighborhoods - like local shopping - next to residential uses • Invest first in infrastructure that supports the preferred scenario • Consider long-term operational costs when setting priorities among new capital projects • Seek funding from other entities whenever possible • Emphasize new business attraction that has high employment and tax value per acre • Attract companies that provide ‘value added’ to the companies and industries that are already here • Build a strong, diverse economic base 29
