Implementation Matrices / Action Plans Updates from Meeting #8 Input • Several changes to the implementation matrix were made to respond to flip chart notes from Meeting #8 • Text in black in the matrix excerpts is not new; text in red is • Notes to the Committee are italicized • Where there is a new Action Item, the associated Guiding Principle is also listed along with the theme that the item falls under • Where new Action Items were inserted into the middle of a list, subsequent Action Items have been renumbered 5
Economic Development • Make sure there is a clear link between existing workforce ( Kerrville wages and salaries ) and workforce housing ( costs ) in Housing and Economic Development matrices 6
Water/Wastewater/Drainage • Water supply should focus on regional approach, not just city 7
Public Facilities and Services This issue was not a matter of discussion at CPSC Meeting #8, so there is no flip chart note; however, it was brought to our attention that the verbiage was unclear, so this Action Item has been reworded 8
Parks/OpenSpace/River • 30% of Area 11 shown as Industrial; disagree ( explanation: the area south of SH 27 is expected to be used for Agricultural and Outdoor Tourism ) • Not enough done in the plan to protect view of hills; building should not interrupt views 9
Housing • Address residences that do not meet minimum standards • Address minimum standards for slumlords; duplicate actions from Community and Neighborhood Character/Placemaking • Need more facilities for retirees requiring assistance, not just active seniors • Need to incentivize workforce housing on less expensive land - find balance in locations • Don’t use code enforcement as a redevelopment tool • Avoid gentrification 10

Comprehensive Plan • Purpose of the Comprehensive Plan • Addresses a variety of basic issues and requirements that will affect the community’s ability to plan for and achieve its vision for 2050 • Informs capital improvements planning • Helps coordinate and guide the establishment of development regulations, including zoning and subdivision ordinances • Used as a basis for the review of zoning and development applications 14
Kerville2050 Comprehensive Plan • This Comprehensive Plan is the result of input from: • The Comprehensive Plan Advisory Committee (42 individuals provided feedback in 9 meetings) • Seven Comprehensive Plan Subcommittees (Approximately 70 individuals met in three rounds of meetings) • Stakeholder Interviews (40 Individual and small group sessions – more than 100 participants) • Website and Social Media (Online surveys and newsletters) • Five Community Events (Community Retreat – 140 attendees, February Open Houses – 250 attendees, April Open Houses – 125 attendees) 15
