Project Info • Project included in the FY 2017-2026 CIP. • Expansion to the Reed School to create a new elementary school with at least 725 seats, to be completed for the 2021-22 school year, at a maximum cost of $49.0 million. • Project will essentially double the existing square footage on-site to create the needed space. 2
Project Info • The Children’s School and Integration Station will vacate the Reed building by July 2018. • Reed building will be used as swing space for the Stratford Program until construction of the new school at Wilson is complete for start of the 2019-20 school year. • Westover Branch Library will remain open throughout construction. 3

School Board Actions • September 7, 2017 – approved Construction Manager at-Risk (CMR) delivery method. CMR selection is in process. • October 5, 2017 – approved architect/engineering team contract and BLPC charge, appointment of chair, and membership. – BLPC School Board Liaison: James Lander – BLPC Chair: Hans Bauman (also a PFRC member) • October 17, 2017 (expected) – additional BLPC membership appointments 13
Coordinated BLPC/PFRC Process • The BLPC and PFRC will hold joint meetings for most meetings. • Process will build on the success of the Fleet Elementary process and incorporate the lessons learned. • BLPC/PFRC leadership will meet regularly with Board liaisons to develop meeting agendas and discuss critical issues. • Several members appointed to both BLPC and PFRC. 14
BLPC Membership and Charge • Based on existing Policy Implementation Procedure (PIP) 50-1.2 and proposed PIP revisions. • Representing the following stakeholder groups: – Parents/PTA: Ashlawn, Discovery, Glebe, McKinley, Nottingham, and Tuckahoe – Civic Associations: Highland Park Overlee Knolls, Westover Village, Tara-Leeway Heights, Leeway Overlee, Madison Manor, and Dominion Hills – Advisory Council on School Facilities and Capital Programs (FAC) – Public Facilities Review Committee (PFRC) – Student Advisory Board – Arlington Public Library staff – Elementary school and Department of Teaching and Learning staff – Department of Facilities and Operations staff 15
BLPC Membership and Charge • The primary role of the BLPC is to serve as the principal communication liaison with community stakeholders. • APS staff shall support the work of the BLPC and be responsible for the educational specifications, cost control, and schedule management. 16
BLPC Membership and Charge • School Board direction: – The new school at the Reed Building will be a neighborhood elementary school with an attendance zone. – The BLPC will assist the School Board to achieve Goal 4 of the APS 2011-17 Strategic Plan 4 to Provide Optimal Learning Environments that are adaptable to future changes of use, energy efficient, environmentally sustainable, and provide adequate outdoor space for physical education and recess. – Funding available for the project is the maximum available, unless additional funding is approved by the School Board. Every effort shall be made to complete the project for less than $49 million. 17
PFRC Membership • County Board appointed committee that includes core members representing Arlington County Commissions. • Project specific members also appointed, including civic association, Westover Farmers Market, and Westover retail representatives. 18
PFRC Charge - June 18, 2014 • Mission: to ensure that the highest quality of land use planning, design, transportation planning, and other important community aspects are incorporated into civic projects as assigned to the Committee by the Arlington County Board. • Key responsibilities: – Provide forum for advisory commission and committee input – Ensure highest quality of land use planning and design – Promote compliance with County Comprehensive Plan and other County planning policies – Provide means for broad-based public participation – Provide advice to County Board and County Manager 19

Project Schedule • Close collaboration between BLPC, PFRC, community members, and APS/County staff is needed to maintain the planned schedule. • Schedule management is an important component to efficiently use available funds and prevent cost overruns. 21

Sustainability Goals • Building efficiency and performance characteristics planned to match those achieved at Discovery Elementary School as far as possible within approved project funding. • Facility intended to be Zero Energy: – Base building systems provided through approved project funding – Solar photovoltaic panels provided through a Solar Power Purchase Agreement (PPA) • Efficiency upgrades to the existing building planned to the maximum extent possible within approved project funding. 23
