LEADERSHIP CAFE Prior to the Committee Meeting “Put yourself in your constituent’s shoes, which questions would they ask and would they want to challenge the response?”  Reports should be read carefully.  Members should be prepared to ask questions.  Questions should be focussed and specific.  Avoid making speeches.

  6. “Call - in” & Requests LEADERSHIP CAFE Call-in Process Mechanism used whereby any individual Vale of Glamorgan Councillor can ask for the relevant Scrutiny Committee to review a decision made by Cabinet: - 5 Days - 20 Days Subject to: • Implementation of the Urgent Decision Procedure; • If the decision is required to be ratified by the Council, or • If the matter has been referred by Cabinet to a Scrutiny Committee for consideration. *Wales Audit Office have also commended the Vale of Glamorgan on the process we use. Requests for Consideration Method used whereby any individual Vale of Glamorgan Councillor can ask for a specific issue or topic to be considered by the relevant Scrutiny Committee.

LEADERSHIP CAFE Public Participation  Members of the public can view the proceedings from the Public Gallery (Part I only).  Public speaking is available as long as individuals have registered to speak.  In total, there will be a maximum of 15 minutes public speaking time for each Agenda Item.  Members of the public will be limited to a maximum of 3 minutes per item.  Written representations can also be submitted.

  8. LEADERSHIP CAFE Work Programme Provides a breakdown of reports anticipated to be considered by the Scrutiny Committee over the forthcoming months. The Work Programme:  helps manage the work of the Committee;  is updated on a quarterly basis and presented to committee; tracks when reports/items will be presented; and is closely aligned to  Cabinet’s work programme . Regular Agenda Items:  Monthly Budget Monitoring;  Quarterly Performance Reports;  Decision Tracking and Work Programme. Scrutiny Committee Annual Report:  The Scrutiny Committees must report annually to the Full Council on their workings, with recommendations for their future Work Programmes and amended working methods if appropriate.

Overview – Adults The Division provides services for people with a learning disability, autism, mental health problems, frailty because of aging, a physical disability or sensory impairment and adults who need protecting from abuse Adult Locality Services are focused in six areas: Intake and Assessment; Reablement Services; Integrated Discharge Service; Longer Term Care Service Mental Health Services for Older People: and Day Services (Older People and People with a Physical Disability). Learning Disability services are delivered through a joint team with Abertawe Bro Morgannwg University Health Board. It provides a specialist, multi-disciplinary service for learning disabled individuals. This includes Assessment and Care Management, an Autism advice service, Adult Placement and Day Opportunities. The Vale of Glamorgan Community Mental Health Teams (CMHTs) are jointly operated by Cardiff and Vale University Health Board (UHB) and the Vale of Glamorgan Council. They offer a specialist, multi-disciplinary service for individuals living with mental ill health. CMHTs form part of an integrated ‘network of care’. The Vale of Glamorgan Substance Misuse Services are delivered in partnership with the Cardiff and Vale University Health Board to provide rehabilitative interventions for people whose substance misuse is affecting their wellbeing or safety.

  13. Children and Young People Services

  14. Overview – Children and Young People Services Children and Young People Services provide help to children and young people who are eligible for care and support. These include children requiring support, who are looked after by the Council, who have left care, who have additional needs and /or disabilities or who need to be safeguarded. Families Achieving Change Together (FACT) is part of Families First, a Welsh Government funded programme focused on early intervention and prevention. FACT undertake assessments and then work with families and other professionals to identify and coordinate support, enabling families to make positive changes and to improve outcomes, with the aim of reducing the number of families developing more complex and challenging needs. The Intake and Family Support Team receive referrals and provide information about services available to support children and their families across all sectors. They undertake assessments and develop care and support plans for those where the threshold for statutory intervention is met. The Child Health and Disability Team work with children and families when the child has a significant learning and/or physical and/ or sensory disability that means they need particular help, care and support and families have to meet additional caring responsibilities. The Care Management Team work with children and families in the longer-term to develop and deliver the plan of care and support to meet the child’s and family’s needs. This includes on -going family support, safeguarding children in need of protection from harm, and the legal planning for looking after those children who can no longer be safely cared for within their birth families. The Fifteen Plus Team receive all looked after children’s cases, with the exception of children with disabilities, when the young person reaches 15 years of age where they are allocated a social worker and young person’s adviser. The team has a particular role in helping young people who are leaving care move on to more independent living settings.

  15. The Youth Offending Service (YOS) works with young people aged between 8 and 17 years who are offending or at risk of offending, and the victims of their crime. The YOS deal with a variety of issues including social work, probation, drugs and alcohol abuse, education and health. The Service takes a multi- agency approach in seeking to improve the life opportunities of the young people it works with in order that they can lead offending-free lives. The Placements and Permanency Team works to recruit, assess, train and support local carers to provide foster placements for children who can no longer be looked after by their own families, either in the short term or longer. The team also assess and support a child’s extended family members to look after him/ her under kinship foster care arrangements,. The Vale, Valleys and Cardiff Regional Adoption Collaborative responds to the requirements of the National Adoption Service and brings together the adoption services across Cardiff, Merthyr Tydfil, RCT and the Vale of Glamorgan. The Collaborative is hosted by the Vale of Glamorgan.
