Introduction This 2019 2023 Livingston County Parks & Open Space Plan represents an update to the 2012 2017 Livingston County plan. The jurisdiction of this plan is Livingston County, although specifically Livingston County


  1. Introduction  This 2019 – 2023 Livingston County Parks & Open Space Plan represents an update to the 2012 – 2017 Livingston County plan.  The jurisdiction of this plan is Livingston County, although specifically Livingston County government owned park land (not intended to plan for local units of government).  This plan follows the format required by the Michigan Department of Natural Resources (MDNR).

  2. Purpose of Plan  Decision-making – This plan is intended to guide the parks, open space and recreation decision-making of Livingston County government over the next five years.  Grant Eligibility – A local unit of government must have an approved five-year recreation plan on file with the Michigan Department of Natural Resources to be eligible for the federal and state parks grants they administer.

  3. Planning Process & Timeline  Fall 2018 – Winter 2019 – Plan was drafted by Livingston County Planning Department in partnership with the Livingston County Parks & Open Space Advisory Committee. During this time period we: Conducted a public internet survey • Evaluated and analyzed survey responses • Inventoried State, Metropark, County and Local parks • Drafted new Goals & Objectives • Draft of the parks plan was concurrent with adoption of 2018 Livingston County Master Plan, and there is linkage between documents

  4. Planning Process & Timeline  February 11 – Draft plan was released for a 30+ day period of public review and comment  March 20 – Public hearing  April 1 – Review by Livingston County General Government Committee  April 3 - Review by the Livingston County Finance Committee  April 9 - Review by the Livingston County Board of Commissioners

  5. Livingston County Parks & Open Space Administration  Livingston County Board of Commissioners - Final decision-making body for parks and open space planning and the approval of general fund expenditures.  Livingston County Parks & Open Advisory Committee – Board of Commissioners appointed 12 member Advisory Committee (including 3 County Commissioners). Committee is charged with the administration of County parks including: park development, activities, grant writing, etc. Committee is facilitated by staff from the Livingston County Planning Department and Facility Services Department. The committee meets bi- monthly.

  6. Livingston County Parks & Open Space Administration  Livingston County Foundation – A Michigan non-profit corporation that was established to accept • bequeaths of land for County parks. Functions as primary fiduciary for the 2 Livingston County Parks. • The 7 person board administered the investments of the Foundation and • reviews and processes the maintenance and development expenses of each Livingston County Park.

Components of the Plan  Planning and Public Input Process - Recreation Standards According to the Recommended Classification System for Local and Regional Recreation Open Space and Trails, we believe that Lutz and Fillmore County parks are classified as: Large Urban Parks serve a broader purpose than community parks and are used when community and neighborhood parks are not adequate to serve the needs of the community. Focus is on meeting community-based recreational needs, as well as preserving unique landscapes and open spaces.
