Issue • Basecase model (electrical representation of the grid) is, and must remain, confidential • Stakeholders require basecase data to design and/or ensure that their facility operates reliably • Market rules dealing with confidentiality and the IESO Confidentiality Catalogue present some challenges in providing basecase model to those that need it, namely: – Connection Applicants and Market Participants – Transmitters 3
Proposal • Improve efficiency in distributing the basecase by eliminating the need for: – notification when giving the model to transmitters; and – asking permission of all market participants and await response each time; before we release the model to consultants • We will still protect confidentiality of information through the requirement of a use specific Non-Disclosure Agreement (NDA) 4
Stakeholder Engagement • Communication was sent to all stakeholders re proposed changes – IESO received one comment: – Amenable to signing NDAs – Can the basecase be shared by the consultant? • The proposed market rule changes will suggest that: – The basecase cannot be given to other entities, individuals or organizations as per the NDA – The basecase is to be used for the stated purpose in the NDA and must be destroyed afterwards – Results from the basecase can be provided to others but cannot include the basecase 5
Summary and Next Steps • April 26: Seek direction from Technical Panel that this proposal warrants consideration and that the proposed rule changes should be posted for broader stakeholder comment • May 31: Review stakeholder comments on proposed rule changes and seek advice from Technical Panel to recommend to the IESO Board • June 15: Request for IESO Board to consider proposed rule change 6
