Safety Code 6 Reporting Program – Year-to-Date Progress Broadcasting • • ISED received the majority of the SC6 information requested from major broadcasters • Operators of low-power installations experienced various difficulties providing the required information Service providers • • Deadline to provide info to ISED: September 30, 2017 • Some smaller providers have already submitted their results We wish to thank the broadcasting certificate holders who have returned their completed Broadcasting Certificate Issuance Form and submitted the SC6 compliance information for their stations. 4

Safety Code 6 Reporting Program – Early Observations Collaboration between operators • • Operators on same site are sharing information • ISED appreciates CBC/Radio-Canada offer to make their reports available to operators within the same radio environment Reports • • Sites are to be compliant at all times • Operators to include the temporary measures implemented to restore regulatory compliance and/or the permanent measures taken to complete the report 5

Safety Code 6 Reporting Program – Early Observations (cont’d) Guy-wires and theoretical studies • • It’s understood that theoretical studies will not reveal issues • Important for operators to factor this in their attestation and to prepare accordingly for example with a pro-active maintenance programme Clearer guidelines on operators’ ongoing compliance • responsibility • Based on review of the reports, the Department is considering what could be done to update key documents such as: • CPC-2-0-20 and GL-08 Clarification on the compliance requirements for lower • power installations is being considered (BPR-1 Annex C) AM measurement methodology GL-01 requires some • clarity 6

Broadcasting Certificate Renewals ISED is updating its database and informing CRTC as • necessary to reflect stations for which we have not received a completed form requesting a certificate for a new term Some broadcasters indicated their willingness to renew but • have not submitted sufficient information regarding their compliance with SC6 • Demonstration of continued compliance with SC6 is necessary to obtain a new certificate The new certificates for those that have provided the SC6 • information are available on ISED SMS (http://sms- sgs.ic.gc.ca) 7

Regulatory Reminders – General ISED has adopted Health Canada’s SC6 for the • protection of the general public It is the operators’ ongoing responsibility to ensure their • installations (including combined effects of nearby installations) comply with SC6 at all times • Failure to do so is considered breach of conditions of authorization which may lead to enforcement actions, including Administrative Monetary Penalties (AMPs) 8

Current Consultations AWS-1 Licence renewals • Licences auctioned in 2008 and will begin to expire in 2018. • Renewal consultation launched in June 2017 • Comments and Reply Comments have been received and published to • the Department’s website Residual Auction • Consultation on a Licensing Framework for Residual Spectrum Licences in • the 700 MHz, 2500 MHz, 2300 MHz, PCS and 1670-1675 MHz Bands was published on July 6, 2017 Comments and Reply Comments have been received and published to • the Department’s website 11

Current Consultations Millimeter-wave spectrum to support 5G • Consultation was published June 5th, proposed releasing 3.85 GHz of • spectrum for licenced use (28 GHz, and 37-40 GHz bands) and at least 7 GHz of spectrum for licence-exempt use (64-71 GHz band) Comments were due Sep 15th and will be posted soon on our website • Reply comments are due October 20th • 600 MHz • Consultation on technical, policy, and licensing framework for mobile • services in the band was published August 4 th Comments are due October 2 nd and reply comments are due October • 25 th 12

  13. Future Consultations 3500 MHz • 3400-3800 MHz is being studied to consider how to maximize the use of this • spectrum. We are currently studying the existing use and the potential use of this • band or portions of this band by mobile, fixed and/or licence-exempt. Any changes to the band plan and licensing framework will be • developed after public consultations. Spectrum Outlook 2018-2022 • Consultation to develop spectrum release plan for 2018-2022 is planned • for publication this Fall 13
