This presentation is to To promote knowledge exchange and shared learning on partnership programs by: • Sharing IEG’s main findings and lessons on partnership program evaluations • Discussing IEG’s new approach to mainstreaming partnership work 2
Partnerships help deliver Partnership Programs allow the WBG to expand and complement its activities: • scale up work on global public goods, such as knowledge • provide immediate assistance in response to natural disasters, crises • provide coordinated response to global priorities, challenges 3
Partnerships are also big business Over 1000 trust funds holding $28.9 billion: • 80% contributed by bilateral donors • Financial Intermediary Funds account for 63% • About 200 have shared governance arrangements (GRPPs) 4
IEG Findings on partnership programs • Stronger selectivity at entering new partnerships is needed to avoid aid fragmentation • Clarity of governance arrangements is key for effective partnership • Strategic relevance should translate into effective linkages to country programs, when appropriate • More attention to M&E is needed to gather evidence on the achievement of the programs’ objectives Title of Presentation 5
IEG Findings on external evaluations of partnership programs • Quality and credibility of external evaluations vary • Growing consensus on application of evaluation criteria • Lack of shared understanding and coordination around standards that should guide the evaluation process, follow up and use Title of Presentation 6

How to mainstream partnerships • Assess broader array of partnership programs • Help teams define the scope of partnership assessment at the inception stage • Use flexible methodology tailored to the objectives of major evaluation 8
Looking ahead and beyond the World Bank Group Partnerships are collaborative efforts and there is decades of experience among the development partners on building effective partnerships that we need to share and learn from to improve their effectiveness 9
Think about… • How can we improve the quality and credibility of partnership program evaluations? • How can we learn better from the evaluative evidence on partnerships to inform the post-2015 development agenda and its implementation? • What concrete measures can we offer to help strengthen strategic partnerships and improve their effectiveness ? 10
A suggestion IEG would host a workshop jointly with interested multilateral and bilateral partners to find ways to advance this agenda 11
