  1. I dentifying gaps and improvements to the UNFCCC reporting framework: adaptation and support Jane Ellis (OECD), Jane.ellis@oecd.org Based on a draft discussion paper by Jane Ellis and Sara Moarif Global Forum on the Environment, CCXG 8 September 2015 Climate Change Expert Group www.oecd.org/env/cc/ccxg.htm

  2. Presentation outline  Current reporting requirements  Current gaps and inconsistencies  Potential future gaps  Conclusions  Discussion questions Climate Change Expert Group 2

  3. Current situation: infrequent and incomplete reporting Annex I Non-Annex I  Mandatory reporting of  Flexibility in reporting schedules climate support every 2y (NC, BURs), particularly for LDCs and SIDS  infrequent reports, (BR) … but only of some sources inconsistent coverage (e.g. on support needs) across countries  Adaptation reported every  NB Some NAI report on support 4y (NC) – limited guidance on what to report and how provided  Good uptake of some adaptation-specific reports (NAPAs) Climate Change Expert Group 3

  4. Current gaps: AI I reporting of support Source: UNFCCC technical reviews of 41 BRs Climate Change Expert Group 4

  5. Current gaps & inconsistencies: AI I climate finance  Reporting guidelines not consistent  Methods and definitions can vary by country  Overlap between climate finance, technology and capacity building complicates separate reporting of these issues Climate Change Expert Group 5

  6. Gaps & inconsistencies: NAI climate finance Climate Change Expert Group 6

  7. Current and future gaps: adaptation reporting  Limited information requests for adaptation (especially for AI countries) via NCs; no explicit request in B(U)Rs  infrequent information, not consistent or complete  Several countries have indicated an adaptation component of NDC (or adaptation undertaking)  mismatch between current reporting and NDC metrics  Decisions needed regarding to what extent adaptation actions need to be reported internationally  Reporting guidelines will need to be strengthened if tracking progress to adaptation NDCs is needed, or to track progress towards any global adaptation goals Climate Change Expert Group 7

  8. Conclusions Adaptation  Limited reporting requirements and frequency for adaptation  Decisions needed on adaptation reporting post-2020: what to report internationally, how often, what vehicle? Support  Significant gaps and inconsistencies in current guidance on reporting climate support – both for AI and NAI  Current disconnect between information needed to track progress to 2020 CF targets, and information that needs to be reported  General: reporting requirements may need revision to match reported info with info needed to track progress to national contributions, collective efforts Climate Change Expert Group 8

  9. Discussion questions  What, if any, revised international guidance is needed relating to reporting of adaptation contributions or to reporting on adaptation in general?  What are the most important inconsistencies and gaps in the UNFCCC reporting framework as it relates to climate support and how should these be resolved?
