Conclusions  Number, form, coverage of country contributions different now to when reporting framework originally established  Quality of reporting on emissions, mitigation has improved – but no recent data from most developing countries  “In theory, there is no difference between theory and practice. In practice, there is.” (Yogi Berra)  Not all aims of B(U)Rs are being met  Reporting of information needed to understand and track progress towards individual mitigation targets pre-2020 not always mandatory … which also prevents tracking progress to collective mitigation goals  Frequency and content of reporting will need to change to adequately track some post-2020 contributions Climate Change Expert Group 7

Discussion questions  What is the aim of reporting under the UNFCCC, is country reporting meeting those aims, and if not, what should be changed?  Would current reporting under the UNFCCC need to change post-2020 to track progress to the mitigation components of NDCs, and if so, how?
