Principle 1 Plan for sea level rise, allow “room for water” Urban development orientation based on: - flood risk - soil and water system - New residential areas towards NW and East - Create urban density - Connect city centre and industrial/harbour zones with ring road and public transport - New industrial/harbour zones towards the sea
Principle 2 Stepwise approach to flooding - Flood projection on district level; ring dikes - Room for the river; city scale flood protection with river dikes providing sufficient space for flooding -Sluices in the river mouths - New urban developments are waterproof - In flood prone areas elevated housing - New elevated harbour developments
Principle 3: Redesign the drainage system and develop rainwater storage system - Review the drainage and water storage standards - Develop and implement regulation for these standards -Improve the wastewater and rainwater drainage system -Develop rainwater storage system • Green and blue roofs • Rainwater storage in buildings •Develop city scale parks with water storage •Transform main roads to green avenues
Principle 4 Combine solutions to flooding with solutions to reduce salt intrusion - Replace the locations of river water intake for clean water production - Flush out salt water using reservoirs and local water storage - Intelligent dredging -Construct river mouth sluices prevent further salt intrusion
Principle 5 Manage groundwater extractions to reduce land subsidence - Construct water pipes for water supply. Reduce the demand of groundwater - Strict regulation on groundwater usage, install water quality improvement program - Separate clean (rain) water and waste water - Develop water supply from surface water (by treatment)
Principle 6 Plan for Urban Heat Island Effect - Reduce temperature in the city by adding vegetation - Create more green-blue areas in the city using existing water structure - Stimulate heat proof architecture - Improve natural ventilation
