  1. Harbour Island Force Main Replacement Design – Build Project South Neighborhood Association October 22, 2018

  2. Agenda • Project Update o Surge Facility Construction Update o Status of Route Study o First Segment of Harbour Island Force Main Replacement o Alternatives for Maintaining Wastewater Services to Harbour Island • Timeline and Coordination • Next Steps • Questions

  3. Surge Facility Construction Update • Road has been reopened • Unable to complete construction due to concerns with condition of pipe o Test results showed potential issues at high point on Franklin Street o Test results appeared to be satisfactory at location adjacent to Convention Center o Permit constraints for roadway closure didn’t allow for additional assessment • Evaluating options to perform additional assessments in the near future

  4. Status of Route Alternative • Development of Route 7

  5. Status of Route Alternative • Development of Route 7

  6. Status of Route Alternative • Parks Department o Utility Easement through Cotanchobee Fort Brooke Park  Requires approval of the Trust that controls the land use  Exhibits for initial review have been prepared • Port Authority o Providing assistance with routes and easements within Port property to the Plant • Private Property Owners o Easements are required along Guy Verger/Maritime Blvd. o Initial contact with owners has been made • Sub-Consultants o Microtunnel Evaluation

  7. First Segment of Harbour Island Force Main • City has initiated budget approval for design and construction of First Segment of the Harbour Island Force Main along Water Street • Budget approval at mid-November City Council Meeting • Designing exact alignment of Route on Water Street o 900 ft. segment from Franklin Street to Morgan Street • Coordinating construction activities with Strategic Property Partners • Construction of pipeline will not require closure of Franklin Street • Timeline o Construction Start: Mid-December 2018

  8. Harbour Island Wastewater Collection System

  9. Alternatives for Maintaining Wastewater Services to Harbour Island • 12” Force Main from Harbour Island Pump Station must be connected to new pipeline • Evaluating alternative routes o Franklin Street option was eliminated due to parking garage extending under roadway o Evaluating Routes A, B, C and D

  10. Routes A, B, C & D

  11. Route A PROS • Pipeline mostly located in City Right-of-Way • Construction Independent of New 54” Force Main CONS • Longest Route • Longest Construction Duration • Public Inconvenience

  12. Route B PROS • Pipeline mostly located in City Right-of-Way • Shortest Distance CONS • Boat Slip Easements Needed • Florida Community Trust Approval Needed • Difficult Construction • Public Inconvenience

  13. Route C PROS • Construction Independent of New 54” Force Main • Shortest length of Pipe on Harbour Island • Minimal Public Inconvenience CONS • Easement Acquisition

  14. Route D PROS • Construction Independent of New 54” Force Main • Shortest length of pipe on Harbour Island • Minimal Public Inconvenience CONS • Easement Acquisition

  15. Routes A – D: Cost Comparison Total Total Length Alternative Comparative (LF) Cost ($) A 2,995 $825,075 B 1,660 $493,725 C 1,560 $405,825 D 1,600 $409,425

  16. Easement Requirements For Alternative D - SNA Proposal • North half 20’ wide permanent easement • Temporary easement over the east half of the TECO easement • Pipeline will be more than 20’ below the deepest floor beneath the boat slip

  17. Easement Requirements for Alternative D - HICSA Proposal • Final Easement requirements still to be determined based on further investigations • Two options • Easement in the roadway • Easement aligned in the grass

  18. What to Expect – 12” Force Main Construction • Pipe would be staged on Davis Islands • 24/7 construction work would be limited to one day • Restoration and beautification of the area would be completed to the standards of the SNA

  19. Schedule For Alternative D Weeks 1 2 3 4 5 6 7 8 Mobilize Onsite Construct New Force Main from Pump Station Perform Directional Drill Across Channel Install Pipe Across Channel Make Final Connections Shift Flows to New Line Restoration of Site (Landscaping and Irrigation)

  20. Plans for Old 54” Force Main • Plan to abandon existing pipe has not been finalized • Not practical to remove existing pipeline or fill with grout • Pipe will be flushed with clean water to remove sewage and prevent corrosion • Valves will be installed at the ends of pipeline to seal the pipe • City has no intentions of using pipe in the future, but it could be used in an extreme emergency • City will remain responsible for the pipe and will monitor its condition

  21. Project Timeline • Final Route recommendations to the City by mid-November 2018 • First Segment of Harbour Island Force Main Replacement Installation to begin by mid-December 2018 • A timeline for design, permitting and construction will be presented once a final route is selected

  22. Next Steps  Community Task Force Meeting – Mid-November • Present Final Route Selection  Public Meeting #3 – Mid/Late November • Present Final Route Selection
