How We Got Here • June 2009 Discussions began with JAXPORT to open spoil site on Reed Island • Jan 2010 JAXPORT notifies HWA they do not own the small cell on Reed Island • Feb 2010 Councilman Clay Yarborough initiates discussions with COJ to use Reed Island • Oct 2010 HWSD Created by City Council Ordinance 2010-725E • Feb 2011 Soil samples taken from Canal System • April 2011 Reed Island officially eliminated as spoil site due to residential zoning • Aug 2011 Meeting with JAXPORT to discuss alternatives • Mar 2012 Spoil Site License Agreement with JAXPORT for 60K Yrds to Bartram Island • 1 time Grandfathered rate of 5$/ Cu Yd • Pump spoil 3 Miles • July 2013 HWSD 2013 Dredge complete at a cost of 1.4M at $23 per cu yd ($5 Tipping) Current Tipping Fee $22 per Cu yd Continued HWSD.ORG

How We Got Here Continued • July 2013 – Oct 2016 Meetings, Discussions, Negotiations with JAXPORT • Oct 2016 HWSD and JAXPORT sign purchase agreement with conditions • April 2017 USACE Consent to Easement – grants permission to place spoil on R.I. • Sept 2017 Reed Island rezoning for HWSD and COJ parcels – 264 acres • Ordinance 2017-496E, Land use rezoning enacted • Ordinance 2017-497E, Land use definitions enacted • Jan 2018 Large scale change to the COJ 2030 Comprehensive Plan • Ordinance 2017-798E adopted, added text to definitions for dredge material • Ordinance 2017-799E adopted, PUD for property to be used as a spoil site • Feb 2018 HWSD Closing – Purchase of JAXPORT Parcel 160259 – 138 acre $300K • Feb 2018 – March 2019 COJ Meetings, Negotiations, Public Hearings, etc. • Feb 2019 Ordinance 2019-136 introduced to purchase 44 acre from COJ $88K • March 2019 Ordinance 2019-136 Passed by City Council HWSD.ORG
