  4. 1 Grass roots Title Grass roots funds for groups Concept Facilitation fund for VCSE groups to pitch their ideas and to gain expertise to help deliver these (Linked idea with local partnerships e.g. Cornwall hospital and SCF to provide match funding). Aim To develop a cohesive group of partners who will: 1. Provide expertise, guidance, and coaching to small and medium sized VCSE organisations to create a step change in their culture and behaviour. 2. Enable the VCSE organisations to adapt and respond to the emerging health and social care environment. Objectives 1. To create a landscape of modern, flexible, and agile VCSE organisations that can provide support as well as services to people that are at risk of becoming dependent on statutory care and support. 2. To explore innovative solutions to support the creation of this new landscape. 3. To foster and embed resilience in this landscape. Activities 1. Phase 1 – Build and test the model with established partners such as Community Foundations. 2. Phase 2 – The establishment of a joint-funded financial resource pot.   8. 2 Regional, sustainable support Title The Social Innovation Laboratory Concept ideas 1. To explore the idea of creating a hub in the South West which will be a Social Innovation “Laboratory” . 2. To identity and approach large, more focussed funds for specialist areas such as: a) Asset development; b) Promoting innovation; c) Other areas to be identified and agreed. Aim 1. Underline a need to return to innovation to enable VCSE organisations to build health and social care solutions in a different way. 2. Embed social action as a vehicle for to improving health and wellbeing. 3. Create a Commissioning Academy. Objectives 1. To explore whether we can make the South West a social innovation “laboratory” for promoting health and wellbeing. 2. To build and manage in different ways through the Commissioning Academy, a tri-partite group of the NHS, the VCSE organisations, and IPC. This will be, effectively, a school for innovation, which will provide a safe space for growing new ideas around delivery, a safety net for the VCSE sector, and a place to teach and learn in a different way. 3. To deliver smarter ways of working between senior management and the point of delivery, by challenging the need for layered delivery. 4. To engender a culture change in health and social care, which allows and fosters social innovation. 5. To foster a new commissioning and procurement environment which does not stifle innovation but embraces social action, and which builds and manages services in different ways. 6.
