Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) TPSA , Trade and Gender Equality • TPSA seeks to reduce poverty and increase sustainable economic growth in Indonesia through the expansion of Indonesian trade with Canada and the encouragement of Canadian investment in Indonesia • In order to maximize the poverty reduction impact of increased trade and investment, TPSA focuses on SMEs, including SMEs owned or operated by women 3 Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) TPSA, Trade and Gender Equality • Trade improves prosperity by creating formal employment and generating financial resources governments need to invest in the well-being of their citizens • Paid employment improves autonomy, economic and social status • Women as business owners create employment; as workers they contribute to competitive advantage in light industries and agriculture; as consumers they make important spending decisions 4 2

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) TPSA, Trade and Gender Equality • Women and men have different positions in the economy, different social roles, and differential access to and control over resources • Women-owned businesses: small, informal, not export- ready • 40% micro and small (RAND /AKATIGA, 2015) • They concentrate in informal enterprises; only 17% of formal enterprises are owned by women (ITC, 2015) • Lack of business skills and access to capital are common barriers (TAF, 2013) 5 Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) TPSA, Trade and Gender Equality • Unmet potential -it is important to understand the barriers and opportunities with the goal to unleash the potential of women workers, producers and traders (ITC, 2015) • Trade policy makers are often unaware of gender biases and inequalities with the result that trade policies have unintended negative consequences for women and men. • Gender biases lead to economic inefficiencies that hinder growth and development (OECD, 2005) 6 3

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) Gender Equality Strategy, GES • GES Goal - to ensure equitable access to the opportunities offered under TPSA that will ultimately facilitate increased exports to Canada • GES Purpose - to identify and raise awareness of barriers that may inhibit SMEs owned or operated by women from exporting to Canada, and adopt approaches to address these • GES Principles – Inclusion, Gender Equality, Gender Analysis, Mainstreaming, Empowerment 7 Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) Gender Equality Strategy, GES • GES is implemented across the four pillars of TPSA: • Improved trade and investment information flows between Indonesia and Canada for SMEs • Enhanced private sector business linkages between Canada and Indonesia • Strengthened analytical skills and knowledge on how to increase trade and investment • Improved understanding of regulatory rules and practices for trade and investment 8 4

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) GTG Terms of Reference - HOW • The GTG will be asked to contribute knowledge to the discussion on gender equality and policies relating to the industries of focus. • The GTG may provide inputs for planning and assessment of activities, such as providing feedback and inputs to : –Questions, methodology, results of the survey work – Identification of appropriate technical assistance initiatives –The understanding of engendered value chains –The agenda for a gender equality and trade 'awareness- raising' event 13 • Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) GTG Terms of Reference – Questions for Discussions • Are objectives and purposes of the GTG appropriate and relevant to your work? • How do you see you are the right persons to involve? Why? • Are the proposed scope of activities in the TOR are appropriate? Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) Rapid Gender Analysis of Commodities- Methodology • It is a rapid gender analysis of prioritized commodities, which were selected using a set of methodology, to identify 10, and then went down to 3 commodities with the highest potential for SME exports to Canada, considering both gender equality and environmental factors; • The Rapid Gender Analysis looked at : a) Potential to Benefit; b) Market Access Opportunity; c) Social Performance; d) Exclusions (Risk); e) Preliminary Value Chain Analysis; f) Potential Gender Impacts 17 Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) Rapid Gender Analysis of Commodities - Analysis • Most coffee is exported as green whole bean. Specialty and sustainable coffees add value at farm level. Further value is added through branding and packaging. Women occupy less visible (low pay) jobs in the value; • Women largely involved in the downstream (labour- intensive) production of both shoe making and garment, represents important source of income and opportunity. 18 9

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) Rapid Gender Analysis of Commodities - Analysis • There are some progressive women-owned SMEs that export specialty coffee, including Kopi Luwak . • In footwear, there are progressive women-owned SMEs and SMEs who work with many women artisans that export special footwear, among others Ni Luh Djelantik , Yongki Komalad i, Elly Susilawaty, Nadia Rahma, Yogyakarta , Sarah Atthahirah, Medan ; • In Garment, Batik Sri Kuncoro, Kenes ,and Lurik Prasodjo in Jogjakarta and Central Java, are few among creative and progressive special garment producers that are ready to export their products. 19 Canada-Indonesia Trade and Private Sector Assistance Project (TPSA) Rapid Gender Analysis of Commodities - Strategy Industry Gender Equality Strategy Coffee  Target associations and cooperatives  Engage leaders of women’s unions, farmers’ associations, and village,  Support certified sustainable and specialty coffees;  Provide opportunity for women coffee farmers to learn from successful women entrepreneurs  Increase visibility of women SMEs in the value chain Garment  Support SME ‘in niche’ (high-value) markets, such as batik and lurik  Promote of APINDO guidelines for home-based work  Promote on the application of women related labour standards  Support SME clusters and cooperatives that are able to take advantage of shared efficiencies and pooling of resources  Support for innovative marketing strategies -social media and on-line  In batik sector, provide training for environmental friendly practices  Focus on SME clusters Footwear  Engage associations that support women in entrepreneurship  Promote the importance of application of women relate labour standards  Alternative schemes  Online promotion 20 10
