  12. FUNDING Two Components of GCCAP Awards: 1. Capital Outlay component (for construction and/or renovation) * Financed through 20-year General Obligation bonds * Assets must have useful life of at least 20 years 2. Current year Operating Funds component (for other expenses) * Financed through current year state appropriations * Expenditures must serve the public purpose of the appropriation 12 ALL fund transfers are governed by the MOU with local technical college

  13. FUNDING Projects Should Be Ready To Go When Bond Is Sold! The state certifies that it has a “reasonable expectation” that projects funded with GO Bonds will be completed within 3 years. * 5% spent or obligated within six months of issuance, * 85% spent within three years of issuance; and * 100% spent within five years 13

FUNDING Allowable Bond Usage: * Acquisition of land * Construction of new buildings, renovation of existing buildings * Equipment with a useful life commensurate with the term of the bonds * Fixed or loose equipment directly associated with new construction or renovation projects * Professional services as design, engineering, commissioning * Initial landscaping * Parking lots 14

FUNDING Non-Allowable Bond Usage: * Personal services * Lease payments * Maintenance agreements for copiers or computers * Delectable /disposable items * Moving costs * Decorative items * Repair and maintenance items * Office supplies * Fuel oil * Termite inspections * Drug tests for employees * Annual fire inspections 15

GADOE - FACILITIES The Law 20-2-2065: Waiver of provisions of this title; requirements for operating; control and management (b) In determining whether to approve a charter petition or renew an existing charter, the local board and state board shall ensure that a charter school, or for charter systems, each school within the system, shall be: 18

(a) It is declared to be the policy of the State of Georgia to assure that every public school student shall be housed in a facility which is structurally sound and well maintained and which has adequate space and equipment to meet each student’s instructional needs as those needs are defined and required by this article. 20
