2 Presentation Overview • Site 1: Prima Asphalt (also known as PAVCO)/ Pure Recycled Product Inc. • Site 2: Ciardullo Trust Property
3 Prima Asphalt/ Pure Recycled Products, Inc. • Two activities at the site • Prima Asphalt – Hot-mix asphalt manufacturing • Pure Recycled Products – accept and process recognizable and uncontaminated concrete, asphalt, rock, brick, and soil (RUCARBS)
4 Prima Asphalt • Facility operates an asphalt plant at the site since the 1940’s • Air Pollution Control permit issued for this activity • Asphalt production activities include: • Mixing of aggregate material with liquid asphalt to produce hot-mix asphalt • Finished product is stored in silos and discharged into trucks • Activity has potential to generate odors
5 Air Pollution Control at Prima Asphalt • Exhaust gas is vented through a fabric-filter baghouse • The baghouse captures particulates from the exhaust gas. Baghouse is inspected monthly • The high temperature of the drum burner combusts harmful vapors • Fan installed at the top of storage silos recycles blue smoke back into the burner for further combustion • Emissions during truck loading are captured and controlled
6 Pure Recycled Products, Inc. • Operates since May 9,1996, as a registered solid waste management facility for receiving and processing recognizable uncontaminated concrete, asphalt, rock, brick, and soil (RUCARBS). RUCARBS are processed into recyclable products • Processed asphalt is reused in place of raw material at the Prima Asphalt plant • Operation has potential to generate dust emissions
7 Dust Control for Pure Recycled Products, Inc. • Facility has installed several sprinklers to help control dust from crushing operation • A water truck, in addition to payloader buckets, is used to wet down the ground to minimize dust on all roadways into and out of the facility and the work area at the recycling plant. Also, exploring other water application systems like water cannon/misting • Heights of unprocessed material storage piles are being reduced
8 Recent Complaint History • Facility is required to control nuisance conditions such as dust and odors from their operations • From 2015 to 2016, 12 odor complaints and 2 dust complaints received • In 2015,dust from the raw material piles carried by wind was found in the Colony. Black deposits were matched to recycled asphalt pile at the facility
9 Recent Complaint History – continued • In 2016, DEC staff verified dust from the crushing operation was migrating into the Colony ! Facility has since then added a full time water truck, and is looking into large scale misters to knock down fugitive dust • In all cases, facility conditions are documented, and the facility operator is directed to take action to control dust and odor
10 DEC Complaint Response Procedures Complaint investigations generally include the following: • Visit complainant location and surrounding area to verify the presence of odor or dust • Visit and inspect likely causes of the odor/dust • Observe facility operations and work practices. Attempt to identify possible source of the offsite nuisance • Timely complaints are important
11 Prima Asphalt Health Consultation • Air sampling conducted in 2000 to address concerns regarding fugitive dust from a pile of tunnel rock aggregate • Monitoring conducted by Suffolk County Department of Health Services, NYS DEC, NYS Department of Health • A health consultation (review of data and determination of public health impact) completed by United States Agency for Toxic Substances and Disease Registry (ATSDR) in 2005 • Categorized the site as “no apparent public health hazard”
12 Holtsville Area Health Consultation • Complaints regarding asphalt odors in the mid 1990’s • New continuous air monitoring station established at Sagamore Junior High School in 1996. Became part of DEC’s statewide monitoring network and continues to operate • Area-wide sampling/monitoring for volatile organic compounds and odors conducted at 4 schools and the Colony from 1997 to 2003 by SCDHS, NYSDEC and NYSDOH • A health consultation (review of data and determination of public health impact) completed by United States Agency for Toxic Substances and Disease Registry in 2005 • Categorized Holtsville area as “no apparent public health hazard.”
13 Ciardullo Trust Property Activities at the site included: • Unauthorized mining of sand • Unauthorized storage and disposal of fill material
14 Site Characterization Work Plan • A work plan to characterize the backfilled material was approved by DEC • Property owner will excavate test pits and drill borings for visual observation and chemical testing • All work will be conducted under DEC oversight
15 Enforcement at Ciardullo Trust Property • DEC is in the process of issuing an Order on Consent to property owners for site investigation and remediation. Significant monetary penalty will be assessed • Site Characterization Work Plan will be incorporated in consent order • Site remediation will depend on the results (visual and analytical) of the site investigation
