  2. Tonight’s Agenda • Presentation – 6 p.m. • 15 minute intermission • Public testimony • Close of hearing after final public testimony

  3. PD&E Study Objectives Develop and analyze alternatives Evaluate engineering issues Evaluate environmental issues Build and no-build alternatives

  4. Project Location

  5. Purpose and Need • Traffic Operations • By 2035 the southbound ramps and the Davis Blvd / Collier Blvd intersection would experience significant delays (LOS F) • Provide improvements to meet future needs • Interchange and Davis Blvd / Collier Blvd intersection • Traffic Safety • Improvements may reduce crash potential at Davis Blvd / Collier Blvd • Freight Traffic • Last major interchange before Alligator Alley

  6. Purpose and Need: Planned Development Future Development Collier Blvd Magnolia Pond Dr Davis Blvd

  7. Preferred Alternative

  8. Preferred Alternative Rebuild ramp & Existing intersection right-of-way Existing right-of-way Dual left turn lanes Loop ramp Rebuild ramp Existing Loop ramp right-of-way Northbound ramp elevated over the southbound ramp

  9. Intersection Upgrade Concept Davis Boulevard / Collier Boulevard

  10. Flyover Intersection Upgrade Concept Davis Blvd Walmart Collier Blvd

  11. Flyover Intersection Upgrade Concept Davis Blvd Walmart Collier Blvd Overpass Collier Blvd Northbound Bridge

  12. Flyover Intersection Upgrade Concept Davis Blvd Walmart Southbound Bridge Collier Blvd

  13. Flyover Intersection Upgrade Concept New shared-use path Construct Minimal right- Existing Davis Blvd southbound of-way take right-of-way flyover ramp (Acquire aerial rights) Collier Blvd Maintain Construct Existing intersection and northbound right-of-way approaches as is flyover ramp

  14. Typical Section Collier Boulevard under I-75

  15. Collier Boulevard under I-75 Southbound Northbound

  16. No-Build Alternative

  17. Capacity Improvements Complete 2014

  18. No-Build Alternative • Advantages: • No inconvenience to traffic flow due to construction • No right-of-way acquisition, design, or construction costs • No direct effects to adjacent natural and human environments • Disadvantages: • Increase in traffic congestion and road user costs • Unacceptable traffic delays on the existing roadway network • Increased crash potential • Increase in air pollutants due to traffic congestion • Not consistent with the Collier County Growth Management Plan, or the Collier Metropolitan Planning Organization’s 2035 Long Range Transportation Plan

  19. Environmental Evaluations

  20. Environmental Evaluations • Threatened and endangered species • Wetlands and floodplains • Stormwater management and permitting • Noise • Right-of-way requirements & relocations • Contamination • Cultural and historic resources • Section 4(f) • Land use • Air quality • Construction effects • Aesthetics

  21. Threatened and Endangered Species • Endangered Species Act of 1973 and Florida Statutes • Reviewed by the U.S. Fish and Wildlife Service (USFWS) and Florida Fish and Wildlife Conservation Commission (FFWCC) • May affect, not likely to adversely affect – Wood Stork – Eastern Indigo Snake – Florida Scrub-jay – Red-cockaded Woodpecker

  22. Wetlands • Executive Order 11990 / Wetlands • Wetland impacts – 4.48 acres • Mitigation

  23. Floodplains • Executive Order 11988 / Floodplains • Preferred alternative will not require any floodplain compensation

  24. Noise • Noise study conducted • Noise effects – Two residences in Palm Springs neighborhood – Four units in Tuscan Isle apartment complex • Noise abatement – Potential noise barrier along I-75 southbound exit ramp

  25. Right-of-Way Requirements • 1.88 acres of right-of-way required • 10 parcels impacted • There are NO relocations anticipated with the recommended improvements

  26. Contamination • Contamination screening conducted • Sites identified in study area – 2 “High” risk sites – 3 “Medium” risk sites • The Preferred Alternative has no anticipated direct impacts to contamination sites

  27. Cultural and Historic Resources • National Historic Preservation Act of 1966, as amended and Florida Statutes • No impacts • State Historic Preservation Officer (SHPO) and FHWA concurrence • Section 4(f)

  28. Land Use, Air Quality, & Construction Land Use • Commercial • Light industrial Air Quality • Area designated attainment for National Ambient Air Quality Standards (NAAQS) • Project meets standards Construction • Minor and temporary effects • State and local regulation adherence Aesthetics • Shared use path

  29. Environmental and Socioeconomic Effects

  30. Project Costs Design $3.7 million Right of Way $2.9 million Environmental Mitigation $0.5 million Construction $36.8 million • Roadway Elements $13.8 million • Structures/Bridges $20.2 million • Drainage/Stormwater $2.8 million Construction Engineering & Inspection $5.5 million Total Estimated Cost $49.4 million
