Qnbn Raison d'etre • ictQATAR announced on March 28, 2011 that Qatar’s government has established Qatar National Broadband Network Company (Qnbn) – with a mandate to accelerate the rollout of a nationwide, open, and accessible high- speed broadband Fiber to the Home (FTTH) network providing fiber access to citizens and businesses across Qatar. 3

Qnbn Majority of households and business currently have connection up to 2Mbps only National ICT Plan 2015 : • Improving Connectivity • Boosting Capacity • Fostering Economic Development • Enhancing Public Service Delivery • Advancing Societal Benefits Broadband Plan 4 targets by 2016 : • Minimum of 2 providers • Qnbn is fully dedicated to 95% of households to access affordable & high quality broadband services of 100+ support the National ICT and Mbps download and 50 Mbps upload speeds Broadband Plan targets • All businesses, schools and governmental through a state-of-the-art fiber institutions to have high quality access to 1 optics network infrastructure Gbps downstream • Expand the digital literacy 5
Qnbn model • A shareholding company owned by the Qatari government. • 25 years license. • Deployment of a passive dark fiber network infrastructure. • Providing equal and open access to telecommunication service providers on a wholesale basis. • Providing passive network services to the owners and operators of private networks, on a retail basis. 6

Qnbn approach Green-Field areas Qnbn will invest and roll out fiber infrastructure, ensuring new developments are fiber-ready when complete. Existing areas with Qnbn will lease ducts access and take responsibility for rolling out and maintaining fiber infrastructure. good infrastructure Fiber access is then leased on a wholesale basis. P2P networks capable of handling, hypothetically, as much traffic as the active equipment may generate. More than 15 COs across Qatar connecting any two locations within its coverage, with redundancy wherever needed. 9
