  1.  In 1917, the idea of a National Organization of Police Officers came about. Today, the tradition that was first envisioned over 90 years ago lives on with more than 2,100 local lodges and more than 325,000 members in the United States. The Fraternal Order of Police has become the largest professional police organization in the country. The FOP continues to grow because we have been true to the tradition and continued to build on it. The Fraternal Order of Police are proud professionals working on behalf of law enforcement officers from all ranks and levels of government.

  2.  FOP is a multi structure organization  Local organizations and individuals belong to local lodges ▪ We are N. California Probation Lodge #19  Local lodges are overseen by the State lodge ▪ California Fraternal Order of Police  State lodges are overseen by the National Fraternal Order of Police, the parent organization.

  3.  The first and foremost reason for joining FOP is the legal defense plan for Administrative, Criminal, and Civil cases.  There are additional benefits ▪ Scholarships ▪ Free College Associate Degree ▪ Tuition discounts ▪ Political Action Support ▪ Training support and discounts

  4. The National Fraternal Order of Police University (NFOPU) is a consortium of colleges and universities that  provides members of the National FOP with multi-varied learning programs. These programs are traditional and non-traditional forums. The formation of NFOPU allows FOP members the ability to take courses which will accommodate the unique requirements of a working law enforcement officer's schedule. These courses can be taken completely on-line which will make it easier for our members to obtain their degrees on their own time. All of the colleges and universities that are participating are regionally accredited institutions. There is no cost to the NFOP and our members could receive benefits in the form of actual tuition cost reduction  or extensive credit for past degree work, POST training and FBI Academy training. Not every school in the program will offer actual decreases in tuition, but students of those schools may well matriculate more quickly through the program because of credits received — resulting in completion of their degree in a timely and less costly manner. None of the universities or colleges require a campus visit or have a residency requirement nor do they require  the GRE/GMAT tests.   5.  The California State Lodge has established a Training Assistance Fund, budgeted in an amount determined yearly by the California State Board of Directors. There are occasions where members of the California State Fraternal Order Police may find it appropriate to attend work related training not provided or funded by their agency.   7.  There are really three main options for Legal Defense that are prominent in California ▪ Fraternal Order of Police Legal Defense Plan ▪ PORAC Legal Defense Fund ▪ Individual Retainers  Anything outside these three options should be cautious.

  8.  The Fraternal Order of Police Legal Defense Plan (LDP) is designed specifically to cover the law enforcement exposures faced by members of the FOP. LDP pays legal defense costs on behalf of participating members for the following actions and proceedings: Administrative, Civil, Criminal. For the law enforcement professional, duty related legal defense protection is a necessity as the frequency and cost of allegations against peace officers continues to rise. The FOP LDP offers you and your lodge members a very affordable and comprehensive coverage plan.   9.  Coverage's ▪ Coverage A- Administrative: The Legal Defense Plan Covers all administrative issues, including IA, Grievances, dismissal, and many others see plan description. ▪ Coverage B- Civil: Legal defense of a civil action or proceeding brought against an officer, arising directly out of the officers activities in the scope of law enforcement employment

  10. ▪ Coverage C- Criminal: Legal defense of a criminal action or proceeding brought against an officer, arising directly out of the officers activities in the scope of law enforcement employment, including grand jury proceedings. ▪ Please note off duty issues are NOT covered unless they can be considered law enforcement actions (i.e. stopping a crime in action).

  11.  FOP Individual Membership Cost: $36.00 ▪ This is for individual who joins Lodge 19  FOP Group membership fee: $31.00 a year ▪ This is for association that pay as a group for its members to join Lodge 19  FOP Individual Lodge cost: $26.00(2018) ▪ This is if you create and run your own lodge

Please note there are caps. ▪ Administrative Coverage A-  all services $9500 ▪ Civil Coverage B-  all service except trial $9,500  Trail $9,500 ▪ Criminal Coverage C-  All service except trial and grand jury $9,500  Trail $9,500  Grand Jury Hearing $2,500 ▪ FOP Member Deductible $250

  14.  Legal Defense Plan Cost Individual ▪ For all persons who are signing up as individuals ▪ Administrative, Civil, and Criminal: $310.00 a year ▪ Civil and Criminal only: $68.00 a year  Legal Defense Plan Group Rates: ▪ This price package is for groups with their own lodge, or are paying the group FOP membership rate and reconciling the system themselves, otherwise if Lodge 19 is reconciling and billing the system your group falls under the individual rate above. ▪ Administrative, Civil, and Criminal: $300.00 a year ▪ The civil and criminal plan are $64.00 a year

  15.  FOP Group Membership Cost $31.00  Legal Defense Plan (Admin, Civil, Criminal) ▪ Full Coverage all three is $310.00 ▪ Two Coverage's Civil and Criminal is $68.00  Write a check to N. California Probation Lodge #19 for  Full Coverage:$31.00+$310.00= $341.00  Only Civil & Criminal Coverage: $31.00+$68.00= $99.00

  16.  FOP Group Membership Cost $34.00  Legal Defense Plan (Admin, Civil, Criminal) ▪ Full Coverage all three is $310.00 ▪ Two Coverage's Civil and Criminal is $68.00  Write a check to N. California Probation Lodge #19 for Full Coverage:$34.00+$310.00= $344.00   Only Civil & Criminal Coverage: $34.00+$68.00= $102.00  The check you provide us for the 1 st years payment will be used to conduct automatic withdraws from your personal bank account in the amount below. The deduction will be complete on the 5 th of each month. These deductions are used to acquire the money needed for the next years cost. Each month a deduction of: ▪ $29 for FOP and full coverage ▪ Civil and Criminal deduction is done once a year for $102.00

  17.  Given the annual process for which FOP dues are paid there are no refunds of dues to any members.  Dues are tied to a specific person and no trades/exchanges can be completed (i.e. Jones leaves FOP and Smith enters can they just exchange places? No)  LDP is paid annually. If a member wants to opt out they will need to contact the plan administrator who can inform them of the earliest opt out possible. You must opt out prior to the next annual renewal.  Failure to pay your LDP can void your legal coverage.

  18.  The effective date of Plan coverage for any Participant shall be the first day after the day on which the enrollment Administrator approves the application for the participants ▪ For instance you are enrolled into the LDP on January 25, 2014. You have an IA for an incident that occurred any date prior to January 25, 2014 the LDP will not cover the earlier incident.
