Background • National Highway System (NHS) Designation Act of 1995 • Directed Secretary of Transportation to develop a list of NHS intermodal (IM) connectors • Completed in 1998 through state DOT input • 2000 Report to Congress on NHS Intermodal Freight Connectors • Identified deficiencies of freight IM connectors • Estimated $2.6 billion of improvements needed
Purpose of the FHWA Freight Intermodal Connectors Study • Understand how freight intermodal connectors are being used by the industry • Understand changes in the freight industry structure and requirements as they pertain to intermodal connectors • Develop an understanding of implications at the Federal, State, local and private levels of the condition, performance and use of intermodal connectors • Identify solutions to better address the needs of the industry and condition and performance of these facilities
Structure of the Study – Major Tasks Literature/Data Review and Synthesis • Identify economic and freight trends, scan available data, research potential performance measures Conduct case studies to document trends and issues • Across all modes, geographies, and key industries • Develop national and local stakeholder groups Analyze conditions and performance of connectors through representative sampling Summarize planning and funding issues
National Stakeholder Focus Group • Will be engaged to ensure case studies are representative of national experience • Include private sector representatives across all modes and major industries • Preliminary schedule for engagement Mid-January to discuss preliminary case study findings Late March to discuss synthesized study findings across literature review, case studies, and conditions/performance analysis Consultant team will work through FHWA to set up national stakeholder group webinars
Study Outcomes Provide FHWA with information on the use, condition and performance of freight intermodal connectors Options for policy and program initiatives to improve freight intermodal connectors
