Flooding i in F Factoria Bl Blvd/Rich chards Cr s Creek eek D Drainage Ba e Basin Issue: Recurring street flooding along Factoria Blvd, south of I-90, during high intensity storm events Solution: Increase storm system conveyance capacity to reduce the risk of flooding in the Factoria-Richards Creek drainage basin Project Benefits: Avoid traffic and business impacts and disruptions from street flooding (as well as property damage, environmental pollution) Flooding on Aug 13-14, 2014 at Factoria Blvd (picture at Formula-1 Fast Lube)

Design Al n Alterna natives Several Alternatives Considered:  Option 1: Replace existing Storm Drain with Larger capacity Conveyance  Option 2 : New Storm Drain parallel on west side along Factoria Blvd  Option 3: New conveyance parallel to existing storm drain along east side  Option 4: High-capacity inlets and new pipe drain across Factoria Blvd, and parallel to existing pipe along east side  Option 5: Detention Vault beneath parking lot To meet 100-year storm design, option 1 and 4 combined is the preferred alternative.

Proj oject S Scope pe a and C d Com ompone nents • Conveyance Improvements – o Replace an existing 5.3 feet x 3.3 feet storm drain pipe with a larger capacity (9-foot-wide by 4- foot-high) storm conveyance system o Two new 24-inch-diameter concrete pipes crossing Factoria Boulevard from west to east o Utilities Relocation (City’s water line, PSE’s gas and power line etc) • Channel Enhancement - Widen Inlet Channel of Richards Creek • Acquire Easement to maintain Inlet Channel of Richards Creek

  8. Stages of Construction ◦ Stage 1: Relocate all impacted utilities. ◦ Stage 2: Close the Factoria Village entrance at the SE 3600. Block intersection and install the 4-foot X 9-foot storm drain from Richards Creek to the southeast corner of the intersection. ◦ Stage 3: Close the Factoria Village entrance nearest Key Bank and install the remaining 4-foot X 9-foot storm drain from the SE 3600 . Block intersection to the north side of the southernmost Factoria Village entrance. ◦ Stage 4: Close the southernmost Factoria Village entrance and the northern Chevron/Brown Bear Car Wash entrance. Install the 2-foot X 5-foot storm drain to the north side of the southern Chevron/Brown Bear Car Wash entrance. ◦ Stage 5: Close the southern Chevron/Brown Bear Car Wash entrance and install the remaining 2- foot X 5-foot storm drain.
