Limits The upper limit authorised for subcontracting is 50 % of the value of the tender A company may not tender for a given contract both individually and as a member of a j oint venture/ consortium. Participation by a tenderer in more than one tender for a contract will result in the disqualification of all those tenders for that contract in which the party is involved. The same company may only participate as subcontractor in different tenders if that is j ustified by the specific nature of the market and cleared by the Contracting Authority.

How to apply (Financial) ‘Envelope C —Financial offer’ VOLUME 3 S ECTION 1: Bill of Quantities
How to apply (procedure) The complete tender must be submitted in one original, clearly marked ‘ original’ and three copies, clearly marked ‘ copy’ . CD or US B with all documents must be included for each envelope (BoQ shall be in excel form). In the event of any discrepancy between them, the original will prevail. Tenders be submitted using the triple envelope system, i.e., in an outer parcel or envelope containing three separate, sealed envelopes: one bearing the words ‘Envelope A —Administrative compliance’ one bearing the words ‘Envelope B —Technical offer’ one bearing the words ‘Envelope C —Financial offer’.
How to apply (procedure) The tender must be sent to the following address: Italian Embassy in Cairo EU Joint Rural Development Programme (EU-JRDP) Programme Management Unit (PMU) 1081 Corniche El-Nil – Garden City 26th floor, Cairo (EGYPT) The outer envelope shall indicate only: (a) the above address; (b) the reference code of this tender procedure, (i.e., <publication reference>); (c) the words ‘ Not to be opened before the tender opening session’ in the language of the tender dossier and ﻒﻳﺭﺎﻈﻤﻟﺍ ﺢﺘﻓ ﺔﺴﻠﺟ ﺪﻋﻮﻣ ﻞﺒﻗ ﻪﺤﺘﻓ ﻢﺘﻳ ﻻ (d) the name of the tenderer.
Module 2 ‘ Envelope A —Administrative compliance’ S ECTION 2: TENDER FORM Each legal entity, including every consortium member, as well as each capacity- providing entity and each subcontractor providing more than 10% of the works, must submit a signed declaration using this format, together with the Declaration of honour on exclusion and selection criteria (Annex 1) S ECTION 3: TENDER GUARANTEE The tenderer must provide, as a part of its tender, a tender guarantee in the form set out in Volume 1, S ection 3 of the tender dossier, or in another form acceptable to the Contracting Authority that meets the essential requirements set out therein. The tender guarantee must be for an amount of equal to 2% of the maximum allocated amount for this tender . The original guarantee must be included in the original tender.

Workplan Give an outline of your programme for completing the works specifying the indicative workplan attached to the tender dossier (VOLUME 4 – S ECTION 1 – P ART 4). S tate the proposed location of your main office on the site, stations (steel/ concrete/ asphalt structures), warehouses, laboratories, accommodation, etc. (sketches to be attached as required). Use a GANT chart and comply with the deliverables described in the indicative workplan attached to the tender dossier (VOLUME 4 – S ECTION 1 – P ART 4). Be sure that deliverables (upon which payments will be released) are clearly linked with the activities quot ed in the Bill of Quantities. Describe your proposed methodology for the isolation of works area. Module 3 ‘ Envelope C – Financial Offer’ BoQ shall be filled by using the following Excel Table (no other tables are accepted); unit prices and lump sum costs shall be filled in Egyptian Pounds (EGP) only. S aid currency is converted automatically into Euro at the exchange rate EURO/ EGP provided by the Central Bank of Egypt at the day of the pubblication of this tender. The tenderers are invited to fill the cases highlithed in GREY ONL Y . Parts highlithed in BLACK correspond to the assigned value of the contract to third parties. For the technical specifications refer to Volume 4, S ection 1, Part 2 - Description of the Intervention and Part 3 - Materials and Works; For drawings and maps refer to Volume 4, S ection 2, Part 1 - Drawings and Part 2 - Maps. The Item numbers correspond to the chapter numbers as per Volume 4, S ection 1, Part 2 - Description of the Intervention.
