ETD Implementation Copenhagen Airport The threat – Islamic State • ACI and national authorities have informed CPH Airport of credible new threats to aviation security • The threat is based on Islamic State and the unstable situation in the Middle East and the involvement of European governments • The specific thread for airports is explosives hidden inside large electronic items • The European Commission have compose new legislative Amendment to Regulation 185 and decision 774 to increase the screening of cabin baggage 2
ETD Implementation Copenhagen Airport Amendment to Regulation 185 and decision 774 Additional Cabin Baggage screening for explosives There are a range of methods available that can assist and improve the chances of a screener detecting explosives and IEDs. Due to Regulation 185 and Decision 774 should be amended to require airports to perform one of the following: 1. Require all cabin bags to be screened with Explosive Detection Systems (EDS) specifically designed for cabin bags (does not exist to day); or 1. Cabin baggage carried by at least 10% of passengers, selected on a continuous and random basis, shall be screened with ETD or EDD; this percentage may be reduced to 5% or higher where threat image projection (TIP) software is installed and employed (Security CPH already use TIP software); or 2. Cabin baggage carried by at least 15% of passengers, selected on a continuous and random basis, shall be subjected to a hand search, whereby all electronic equipment larger than a pocket-sized mobile phone shall be removed from any protective cover or case and carefully examined for signs of alteration or tampering; this percentage may be reduced to 5% or higher where TIP software is installed and employed (Security CPH already use TIP software). 3
ETD Implementation Copenhagen Airport Approach to EC legislation – proposals ACI EUROPE and CPH proposals that will limit the impact on airports, a few examples given: • a temporary exemption for airports with less than 500,000 passengers per year • an exemption from EU tender and procurement procedures • the measures enter into force by March 1 st 2015 • ACI EUROPE have been able to minimise the risk of operational impact (lower percentage etc.) • ETD Phase II to be implemented September 1 st 2015 4
ETD Implementation Copenhagen Airport ETD Phase I – Cabin Baggage screening for explosives ETD final implementation – March 1 st 2015 Testing in peak hours at CSC, performing a 5% random check of cabin baggage, showed a decrease in productivity of 9,6% In general the passenger experience using ETD was unchanged and the Security Officers stated, it was possible to deliver a good service despite ETD screening 5
ETD Implementation Copenhagen Airport ETD Phase II – Security Scanner - Additional screening of persons for explosives ETD final implementation – September 1 st 2015 20% of PAX (10% metal + 10% random) are to walk through Security Scanner. Secondary screening after doorway Several test reveals, it is possible to keep up the flow utilizing 1 FTE additional per single lane and 1 FTE additional per double lane. Contemporary CPH are solving the “Same Gender” issues. Security still needs to conduct additional test, which will be done through Q1 2015 6
