1997 8-Hour Ozone Standards • 0.08 parts per million (ppm) or 84 parts per billion (ppb) • 3-year average of the annual fourth highest value at any specific monitor must not exceed the standard • Primary Standard (Health) and Secondary Standard (Welfare) set as the same • Designations and Classifications in 2004 2
2008 8-Hour Ozone Standards • March 2008, standards revised to 75 ppb • 3-year average of the annual fourth highest value at any specific monitor must not exceed the standard • Primary Standard and Secondary Standard set as the same • Designations within 2 years (may be extended by 1 year if insufficient information) 3
Reconsideration of the 2008 Standards • September 2009: EPA to reconsider the standards • Designations deferred until reconsideration is complete • September 2011: President requests EPA to withdraw reconsideration proposal • Planning to designate areas as either “nonattainment” or “attainable/unclassifiable” for the 2008 ozone standard 4
Designations for the 2008 Standards • “Nonattainment for areas: - violating the 75 ppb standards, or - contributing to violations in a nearby area • EPA intends to use quality assured ozone data for designations (typically 2008 to 2010) • Texas updated nonattainment recommendations (Dallas/Fort Worth and Houston) 5

2008-2010 vs. 2009-2011 Preliminary 8-hour Ozone Data For 2008-2010, 3 Region 6 areas with a Design Value (DV) > 75 ppb: • DFW-86 ppb, Houston-84 ppb, Baton Rouge-78 ppb In Region 4, Shelby County, TN (Memphis) > 75 ppb (2008-2010) • 2009-2011 preliminary data now has 10 areas in Region 6 > 75 ppb. • • For 2009-2011 preliminary ozone data, in addition to DFW-90 ppb, Houston-89 ppb, Baton Rouge-82 ppb, the following seven areas are now over 75 ppb 8-hour ozone design value: - Shreveport-80 ppb - Longview-77 ppb - Beaumont-79 ppb - Crittenden County, AR-77 ppb - Oklahoma City-77 ppb - New Orleans-76 ppb - Tulsa-77 ppb
