It provides a response to all ESA LTDP recommendations (> 50 yrs longevity)
Ref eflecti lection on on on Grou ound nd Seg egme ment nt Ev Evol olution ution Ref efere erence nce Pa Pape per The path is clear… very few reflections from our side: “ESA should further pursue the evolution of its ground segment contracts towards “ services ” : • Impact of this decision on industrial strategies has to be carefully evaluated, major impacts are expected on SME’s for what concerns their abilities to provide services and availability of funding for setting-up competitive services. • Contract based on “services” may penalize technological advanced infrastructures in favor of consolidated solutions aiming to minimize investments and risks. EO Platforms • Mainly based on a collaborative attitude of the users and sharing of data, tools and results, may be attractive also for users not fully aligned to this approach by implementing adequate user access policies solutions. • Do not miss Dynamic User Profiling opportunities: • Better intercept user needs (e.g. by addressing the most requested functionalities) • Identify new user groups nobody even thought about yet • Do not forget the other way round: user-owned data EO platforms • Accommodate external EO data generated by specialized user communities (e.g. microsatellites data) • User-Enable 2.0: provide a platform to greet user-defined missions and data
Expe pecta ctations tions an and R d Rec ecommen ommenda dations tions ESA should further pursue the evolution of its ground segment contracts towards “ services ” : • It is recommended to include within ITT evaluation criteria also the innovation aspects of the proposed services, and ESA should promote transfer and exploitation of advanced technologies within such services. • It is expect the definition of procedures and clear rules in order to avoid conflicts of interest for companies providing on-site engineering and management support services.
