EU Vision Increase access to renewable energy Increase renewable energy generation capacity and energy efficiency Contribute to the fight against climate change EU Agenda for Change 2011 Council Decision on Climate and Energy 2014 Council Conclusions on Energy Diplomacy 2015, Energy and Development 2016 New European Consensus for Development 2016
Core targets Ø Contribute to energy access for 500 million people by 2030 Ø EUR 3.7 billion allocated to sustainable energy for 2014-2020 aiming at enabling access to 40 million people via 6.5 GW of renewable energy, saving » 15 million tons of CO 2 e/year Ø min. 20% of EU Budget to Climate Action, energy is a core contributor to mitigating climate change
3 pillars of cooperation Ø Political ownership of reform agenda Ø Joint Declarations Ø Africa Renewable Energy Initiative (AREI) Ø Africa-EU Energy Partnership Ø Contribution to National/Regional Indicative Programmes (NIP/RIP) with EUR 3,7 billion 2014-2020 Ø Covenant of Mayors (CoM) for Sub-Saharan Africa Ø Capacity building Ø Technical Assistance Facility (TAF) Ø Investments Ø Blending facilities Ø ElectriFI, Women and Sustainable Energy
AREI Ø 2020 +10 GW, 2030 +300GW new renewable energy capacity installed Ø Support foreseen under EU blending is to contribute to the installment of an estimated 5GW Joint Declarations Ø Reinforce policy dialogue on energy for policy reforms Ø Ensure political commitment to renewable energy Ø Improve donor coordination for declarations co-signed by other parties Ø Negotiation tool, platform for extended dialogue on climate-change issues
Covenant of Mayors (CoM) for Sub-Saharan Africa Ø Focuses on increasing energy access, energy efficiency, and planning capacity for resilient urban design and mobility Ø 7 Cities selected in 1st Call for Proposals, design 'Sustainable Energy Access and Climate Action Plans' assisted by EU Nouakchott, Mauritania Kampala, Uganda • • Lubumbashi, DRC Tsévié, Togo • • Dakar, Senegal Bohicon, Benin • • Bouaké, Ivory Coast •
Technical Assistance Facility Ø Covers all partner countries, provides high quality expertise and support in terms of: Ø policy advice Ø capacity building Ø identification of projects Ø mobilisation of funding Ø technology transfer Ø Supports crucial regulatory and policy reforms in partner countries' energy sectors Ø Assists in the fine-tuning of policies to create a conducive environment for private sector investments
Blending facilities Ø 7 Investment facilities set up for regions worldwide Ø 40 % of projects are energy-related, blending EUR 1.1 billion with EUR 11.4 bn of additional funding for projects totalling EUR 23 billion Ø Africa Infrastructure Trust Fund (AITF) supported projects totalling EUR 700 million in grant requests for EUR 9 billion in total investment value Ø 2014-2020 Africa Investment Facility (AfIF) replacing AITF
ElectriFI Ø Small- to medium-scale, mainly decentralised renewable energy projects Ø Launched in 2015 at COP21, 2016 1st round of invitation for applications by FMO/EDFI Ø 290 project proposals, 55 countries, average leverage > 1:10, for total investments of EUR 8,5 billion, installing 3,7 GW new renewable energy generation capacity Ø Africa Renewable Energy Scale-Up Facility (ARESUF) to benefit 1 million households with 240 MW on-grid and 50 MW off-grid Ø USD 10 million USAID Power Africa contribution
Gender and Sustainable Energy Ø Launch of the ElectriFi window on Gender and Sustainable Energy Ø Energy for productive use, to expand entrepreneurship, create SMEs Ø Support women's economic empowerment through vocational training, political advocacy and awareness campaigns Ø Within the larger EU framework for Gender Equality and Women's Empowerment (Gender Action Plan II- 2016-2020)
Gender and Sustainable Energy Ø EUR 20 million allocation to call for proposals in early 2017 to: Ø Provide access to affordable finance Ø Provide access to sustainable energy and energy products/services Ø Enable women to play a more active role in the energy value chain Ø Promote productive uses of energy in the energy-food-water nexus Ø Support advocacy campaigns across levels for a favourable environment Ø Support awareness campaigns to ensure community understanding of i) sustainable energy solutions and (ii) women's enhanced activities in the energy sector
Mitigating Climate Change Ø Support to REDD+ under the Global Climate Change Alliance Plus (GCCA+) Ø Working across levels of government with capacity-building and financial support for the implementation of Ø Low-Emission Development Strategies and Plans Ø Nationally Appropriate Mitigation Actions Ø Nationally Determined Contributions Ø Activities linked to the phasing-out of fossil fuel subsidies Ø Supporting market-based instruments to mitigate the effects of climate change
GCCA+ 2 pillars: policy dialogue & technical and financial support (demand- • driven) Reinforced by cross-cutting networking and knowledge-management • Integration of climate change and disaster risk management • development planning processes at different levels, with a view to reducing the vulnerability of populations and improve their resilience to climate change; Focus on sustainable land use, ecosystem based management, • adaptation and mitigation synergies (e.g. with REDD+), gender issues and climate induced migration, etc.
GCCA+ PRIORITY AREAS (1) Mainstreaming climate change into poverty reduction and development efforts; (2) Increasing resilience to climate related stresses and shocks; and (3) Supporting formulation and implementation of concrete and integrated sectoral based climate change adaptation and mitigation strategies + Integration of Paris and Marrakesh outcomes
