Academic Research in Horizon2020 and SHIFT²RAIL European Commission DG RTD – Transport Liam BRESLIN Shift2Rail Conference Athens, 19 February 2014
• Rail research in FP7 • Horizon 2020 – new approach to R&I • Role of universities, research institutes and SMEs in rail research in H2020
Rail R&I in FP7 • 50 rail research projects Rolling stock Infrastructure Traffic Management & Control Safety/Security Freight Education and Training Actions • Funding FP7: € 155M • SMEs = 16% of funding • Academia = 38 % of funding
EU-funded Rail Research Energy Savings Electric Current/ Train Intelligence Overhead Line Signalling Bridges Safety Aerodynamics Cab Design Wheels/Axles Track Train Construction Brakes Noise & Vibration Rail/Wheel Dynamics
FP7 Project Cleaner-D Cleaner-D – Clean European rail – diesel • • Start: Apr 2011, Duration: 56 months, • EC-contribution: € 7,8 M io Budget: € 12,9 Mio • Participating Universities/Research centers : 8 • Objectives : develop, improve and integrate emissions reduction technologies for diesel locomotives and rail vehicles.
FP7 Project CAPACITY4RAIL • CAPACITY4RAIL – Increased Capacity for Rail Networks through enhanced infrastructure and optimised operations • Start: Oct 2013, Duration: 48 months, EC-contribution: € 10 M io Budget: € 15Mio • • Participating Universities/Research centers : 18 • Objectives CAPACITY4RAIL aims at paving the way for the future railway system, delivering coherent, demonstrated, innovative and sustainable solutions for: • Track design • Freight • Operation and capacity • Advanced monitoring
FP7 Project MARATHON MARATHON – Make Rail The Hope for protecting Nature • • Start: Apr 2011, Duration: 42 months, • EC-contribution: € 2,7 M io Budget: € 4,5 Mio • Participating Universities/Research centers : 2 • Objectives : doubling freight trains length in Europe (from 750m to 1500m), in order to improve track capacity and reduce running costs. The first demonstrator successfully run in January a 1,5 km long train between Lyon and Nîmes, loaded with real freight.
Rail R&I under FP7 • Low success to stimulate technology innovations due to: Insufficient project coordination risk of overlaps and/or of generating uncoordinated or redundant technologies Lack of system-wide approach with limited or uncoordinated participation of actors from the full rail value chain Limited market uptake of innovations with EU funding focused on pre- competitive innovation at low Technology Readiness Levels and "estranged" from market needs • Limited leverage effect (30% of private funding on average)
Horizon 2020 • € 70+ billion research and innovation funding programme for 2014-2020 centred around 3 major Excellent priorities science • New approach to EU-funded Research and Innovation (R&I), in line with Europe 2020 and the Industrial Societal Innovation Union leadership challenges
Horizon 2020 – New approach to R&I • A single programme bringing together EU funded R&I (current FP + CIP + EIT) • Linking research to innovation by providing seamless and coherent funding from idea to market • More support for activities close to the market , including technical demonstrators, leading to a direct economic stimulus • Simplified access for businesses, universities, institutes in all EU countries and beyond • A strong challenge-based approach , allowing applicants to have considerable freedom to propose innovative solution • Strong SME involvement in all R&I activities • Partnerships on the basis of Articles 185 and 187 of the Treaty to be continued and strengthened further

Shift2Rail - Joint vision and holistic approach • Joint priority setting in a Strategic Master Plan developed jointly by the Commission and the rail sector in the Joint Undertaking • Holistic view of the rail system taking into account all railway subsystems and their interactions • Integration and coordination of all rail R&I activities to ensure continuity and avoid fragmentation • Broad stakeholder participation and sustained networks: Gather all the key players across Europe in partnerships to ensure a system-wide approach to innovation.
Shift2Rail Strategic Master Plan • forward-looking strategic roadmap of rail research and innovation in Europe. • identify key priorities and the essential operational and technological innovations required from ALL stakeholders (including operators, infrastructure managers, SMEs, Academia, etc.) • 1st draft in March/April 2014 • Public consultation will be organised in April/May – Get involved!
Opportunities for Academia in Rail Research in H2020 • Participate in 1st open calls in H2020 • Become Associated Member in Shift2Rail (individually or as a member of a consortium) • Become subcontractor of a Founding Member or Associated Member • Apply for funding through fully open calls within Shift2Rail (at least 30% of the EC-funding for Shift2Rail) • Get involved at a more strategic level through dedicated Shift2Rail working groups
