Board of County Commissioner’s Today’s honorees are recognized for outstanding service and dedication
Administrative Services Facilities Management
Bertholon Pierre 30 Years • Bertholon was born in Cap Haitien, Haiti, and moved to Miami in 1981, where he lived for 3 years before moving to Apopka. • He was hired by Orange County as a janitor to work in the Apopka Courthouse, and was subsequently promoted to Janitorial Supervisor. • In 2001, Bertholon was promoted to Maintenance Technician with Facilities Management, and is working towards the Operations Technician III position.
Bertholon Pierre - 30 Years • Bertholon has received the Facilities “ Employee of the Quarter ” Award several times. • He identified a maintenance and material cost at the Female Detention Center and implemented a large plumbing valve change out. • Bertholon is married to Anne Marie, and they have four daughters: Bernadette, Sheila, Adline, and Guerda. • He is deeply involved in his church and community, and is a Deacon at the First Haitian Baptist Church of Orlando. • He feels blessed to have had the opportunity to work with Orange County Government, and wants to thank all those who have supported him over the years. *
Administrative Services Fleet Management
Ronnie Thomas 25 Years • Ronnie was born in Trinidad, West Indies, and moved to Central Florida in 1987. • He graduated from high school and college in Trinidad. • Ronnie has a certification in Auto and Diesel from Apex Technical School. • In 1989, he joined Fleet Management as a Heavy Equipment Mechanic.
Ronnie Thomas - 25 Years • Ronnie is involved with the United Way Campaign. • He has built a yard dog for Fleet Heavy Equipment to assist with moving other heavy equipment around the yard. • Ronnie and Jane have been together for 10 years, and he has two daughters: Crystal, and Tempest; two sons: Ronnie, and Alex; and one granddaughter: Lilliana, 4 months old. • In his spare time, Ronnie enjoys motorcycle riding and traveling to Trinidad and the Bahamas.
Gary A. Landry 30 Years • Gary was born and raised in Orlando, graduated from Edgewater High School and attended Valencia Community College. • He also attended Mid-Florida Tech and achieved factory certification on generators, transfer switch repairs, and training on NEC Code Book. • Gary joined Orange County in 1984 as a Journeyman Electrician with Facilities, and was promoted and transferred to Fleet Management as a Power Generator Electrician.
Gary Landry - 30 Years • Gary worked tirelessly during the 2004 hurricanes to make sure all portable back-up generators and refrigerated ice trucks were fueled and ready to go. • He has been married to Wanda for 14 years, and he has one daughter, Katie, and four sons, Greg, Tyler, Josh, and Marshel. • Gary is a Ham Radio Operator, and a member of the Lake Amateur Radio Association. • In his spare time, he enjoys hunting. *
Community, Environmental, and Development Services Building Safety
Michael E. Paulus 20 Years • Michael was born in Ohio. He graduated from Field High School, and later from Mid- Florida Tech with a certification in Electricity. • He was hired in 1994 as an Electrical Inspector in the Building Department, and has since been promoted to Technical Inspector II. • He has worked on many electrical inspection projects, including: Orange County’s Convention Center, large housing projects, executive homes, and warehouses.
Michael Paulus - 20 Years • Michael is married to Mary, and he has four children: Chris, Matt, Ben and Catharine; and eleven grandchildren. • He has visited Yellowstone National Park, Alaska, and Hawaii. • His hobbies include: traveling, camping, fishing and golf. *
Corrections Administrative Command
Carolyn Lavent Holley 20 Years • Carolyn was born and raised in Orlando, and graduated from Oak Ridge High School, and earned a Bachelor of Science from Nova Southeastern University. • She was hired in 1994 as a Youth Care Officer at the Juvenile Assessment Center. • She was promoted to Correctional Officer in 1997 after graduating from the Correctional Academy, where she received the Dr. Stanley Stone Award for Excellence.
Carolyn Holley - 20 Years • Carolyn continued to work at the Juvenile Center, and occasionally at the Central Booking Facility. • In 2002, she was transferred to the Female Detention Center. • In 2004, she achieved the title of Master Corrections Officer, and in 2007 became a Jail Training Officer. • In 2007, she completed the Crisis Intervention Training, and the Employee Academy and became the department’s ombudsman. • Carolyn has been married to Alvin, a retired Naval Officer, for 29 years and they have two children: Jason, and Ariel. • She is involved in several community food bank drives, and volunteers at Washington Shores Elementary School. *
Corrections In-Custody Support
Tiwanna S. Carter 25 Years • Tiwanna was born and raised in Orlando, and graduated from Oak Ridge High School. • She started with Orange County in 1989 as a Control Desk Monitor, and was promoted to Correctional Officer in 1990. • Tiwanna worked in the Main Facility for 17 years, and in 2007 transferred to the Transportation Unit for the next seven years. She is now working in the Downtown Courthouse.
Tiwanna Carter - 25 Years • Tiwanna became a Master Correctional Officer in 2005. • She has two daughters: Irenea, and Sakina. • Tiwanna’s hobbies include: working in her garden, and home interior decorating. *
Corrections Inmate Administration
Benito Arzon 25 Years • Benito was born in New York, he attended Adolfo Veve Fereau High School in Ceiba, Puerto Rico, and he moved to Orlando in 1983, • He graduated in 1988 from the Mid- Florida Tech Correctional Officer Academy. • Benito was hired by Orange County Corrections in 1989 to work in the Main Facility. • He has also worked at the following facilities: Horizon, Medical Unit, Perimeter, and Library Services.
Benito Arzon - 25 Years • Benito is currently active with the Fraternal Order of Police Union, and sits on the Board of Directors as a State Trustee. • He is a past Correctional Chaplain. • His biggest accomplishment is being appointed by Governor Rick Scott to the Criminal Justice Standard Commission. • Benito is married to his grade school sweetheart, Gladys, and they have two sons: Christian, and Matthew; and one daughter: Melissa. • In his spare time, he enjoys going to the gym, and walking his puppy, Romeo. *
Utilities Customer Service
Magrudher Vizueta 25 Years • Magrudher was born in Ecuador and moved to the United States in 1988. • He graduated from the American Preparatory Institute in Killeen, Texas • He attended Queensborough Community College for two years before entering the US Army for 9 years. • Magrudher was hired by Orange County in 1989 as a Meter Reader with Utilities Customer Service.
Magrudher Vizueta – 25 Years • Magrudher was promoted to Meter Reader II in 1990. • In 2004, he was recognized for his distinguished service in the hurricane recovery efforts. • He is valued by his division for his knowledge, dependability, and loyalty. • Magrudher has two sons: Bruce, and Saulo; and one daughter: Dalila. • His outside interests include soccer, and volleyball. *
Kathy Ann Gibson 25 Years • Kathy was born in York, PA and moved the Central Florida in 1988. • She graduated from William Penn Senior High School, and attended Northern Virginia, and Valencia Community colleges. • Kathy served in the U.S. Marines for four years, stationed at Marine Headquarters in Arlington, VA, and later at Camp Lejeune, NC. • She was hired by Orange County in 1989 as a Clerk Typist with Utilities’ Fiscal and Administration Division.
Kathy Gibson – 25 Years • Kathy has received numerous recognitions: Employee of the Month, and the Employee of the Quarter; she received a Letter of Commendation from County Administration as well as the Jefferson Award for Community Service while she was engaged in the Focus on Achievement Mentoring Program. • She has been promoted to Customer Service Representative, Customer Account Analyst, Senior Utility Account Representative, and is currently an Account Supervisor. • Kathy is been married to David, an Orange County School Teacher, and they have four children: Jerry, an Orange County Firefighter, Kaylesha, and twins: Zion and Zoe. • She is a licensed/ordained minister, and volunteers on her lunch hour at Faith Christian Academy. • Kathy is also known as “KC,” the clown, and recently included face painting, balloon art, and marketing to her repertoire. *
Utilities Water Reclamation
Donald J. Shafer 25 Years • Don was born in Dayton, OH. He served for 20 years in the US Air Force as a Flight Engineer on C- 130 aircraft while stationed in Vietnam, England, Germany, Texas, Ohio, and California. • He attended Southern Illinois University, majoring in Aviation Management, and Valencia Community College with a focus on Computer Science. • Don was hired by Orange County Utilities in 1989 as a Maintenance Technician to work at the South Pumping Station.
