  1. Global Minor Uses Summit Efficacy and Crop Safety Data Development Issues David Richardson Pesticides Safety Directorate York, UK.

  2. Content Content • Efficacy – why efficacy? • Efficacy – why efficacy? • Working to common standards • Working to common standards • Initiatives • Initiatives – Climate paper – Climate paper – EPPO guideline on Extrapolation – EPPO guideline on Extrapolation – Databases – Databases

  3. Why efficacy Why efficacy • Need a GAP • Need a GAP – For effective control – For effective control – Minimises risk of resistance – Minimises risk of resistance – Absence of phytotoxic effects – Absence of phytotoxic effects – Avoids unnecessary use – Avoids unnecessary use – Common GAP for sharing of data – Common GAP for sharing of data • Efficacy is an integral part of EU registration • Efficacy is an integral part of EU registration process process – ‘off label’ or ‘own use’ option for minor uses – ‘off label’ or ‘own use’ option for minor uses

  4. Irish potato famine Irish potato famine • 1845 – start of • 1845 – start of potato blight potato blight outbreak outbreak • C 0.5m died of • C 0.5m died of starvation and starvation and disease disease • C 1m emigrated • C 1m emigrated

  5. A European experiment in crop A European experiment in crop protection? protection? • Started with 954 actives substances • Started with 954 actives substances • 546 active substances not supported in the EU review • 546 active substances not supported in the EU review • Oct 07 – 53 non inclusions • Oct 07 – 53 non inclusions • 262 decisions pending • 262 decisions pending • 93 inclusions + 75 new actives • 93 inclusions + 75 new actives • So Lost 599, ’won’ 168, pending 262 • So Lost 599, ’won’ 168, pending 262 • And this is before the revision of 91 414! • And this is before the revision of 91 414! So we need more solutions - So we need more solutions - and make more use of existing data/authorisations and make more use of existing data/authorisations

  6. Pollen beetle - 06 Pollen beetle - 06 Pyrethroid resistance problems across Europe 2006 – Germany – 200k ha oil seed rape with serious crop losses - 30k ha destroyed ( value 22-25m Euros) - only 2 non pyrethroid MoA’s

  7. Working to common standards Working to common standards • Enables wider acceptance of data • Enables wider acceptance of data • Trust • Trust • More use of existing trials data • More use of existing trials data – Standards regarding extent of data & trials – Standards regarding extent of data & trials methodology (EPPO) methodology (EPPO) – Scientific rather than administrative approach – Scientific rather than administrative approach – Knowledge about relevance of conditions – Knowledge about relevance of conditions

  8. UK – area of comparable climate; 2003

  9. EPPO Guidance on comparable climates, 2006

  10. Climate diagrams produced by Walter and Lieth (1960)

  11. Extrapolation of efficacy data Extrapolation of efficacy data • At EU level, some extrapolation of data • At EU level, some extrapolation of data and some country guidance and some country guidance • 2005, EU Project: to explore the scope to • 2005, EU Project: to explore the scope to broaden existing extrapolations without broaden existing extrapolations without compromise to safety and efficacy compromise to safety and efficacy http://www.pesticides.gov.uk/approvals.asp?id=733&link=%2Fuploadedfiles%2FWeb%5 http://www.pesticides.gov.uk/approvals.asp?id=733&link=%2Fuploadedfiles%2FWeb%5 FAssets%2FPSD%2FSANCO%5FD3%5FS12%2D395857%2Epdf FAssets%2FPSD%2FSANCO%5FD3%5FS12%2D395857%2Epdf

  12. Extrapolation of efficacy data Extrapolation of efficacy data • EPPO guideline: Efficacy and crop • EPPO guideline: Efficacy and crop safety extrapolations for minor uses safety extrapolations for minor uses PP1/257(1). PP1/257(1). – Principles – Principles – Specific extrapolations – Specific extrapolations – Temporarily retained ‘PSD extrapolations’ – Temporarily retained ‘PSD extrapolations’

  13. Pest Indicator crops Data from other Extrapolation to Data on indicator crops (or crop other crops crops that groups) that permits enables reduced extrapolation to data on the other crops (or indicator crops (or crop groups) with no data *) reduced data (or no data *) Pest group Pest Crop -- Delia radicum HYLERA Cauliflower Leafy and flower OSR (if a pest (soil) head and head problem) brassicas Turnip or swede Root brassicas -- Delia radicum HYLERA Chinese cabbage (leaves) and Brussels sprouts Aphids Brevicoryne brassicae Savoy cabbage and OSR Leafy and flower OSR BRVCBR Brussels sprouts head and head and Myzus persicae MYZUPE root brassicas White fly Aleyrodes proletella ALEUPR Savoy cabbage and Leafy and flower Brussels sprouts head and head and root brassicas Flea beetles Phyllotreta spp. PHYESP Any Leafy and flower OSR ( Phyllotreta head and head and only) root brassicas

  14. Additional points Additional points • Need common nomenclature - EPPO • Need common nomenclature - EPPO codes for crops and targets codes for crops and targets • UK accept relevant non EU data to • UK accept relevant non EU data to support an authorisation – provided it is support an authorisation – provided it is scientifically robust. scientifically robust.

  15. What next? What next? • Develop the detailed extrapolation tables • Develop the detailed extrapolation tables – ongoing – ongoing • Consider other schemes (or vice versa?) • Consider other schemes (or vice versa?)

  16. Data: Does it exist, and where is Data: Does it exist, and where is it? it? • Finding ‘relevant’ data avoids duplication • Finding ‘relevant’ data avoids duplication

  17. Search for thiacloprid residue data on lettuce

  18. The future….. The future….. • Need to broaden its application • Need to broaden its application – Residues, efficacy – Residues, efficacy • Existing and proposed trials • Existing and proposed trials • Need more countries to buy in to it • Need more countries to buy in to it For information: m.thomas@csl.gov.uk For information: m.thomas@csl.gov.uk

  19. Conclusions Conclusions • Lot of work ongoing in efficacy arena • Need to be working to common standards • But expert judgement always relevant • ‘Trust’ enables acceptance of ‘other’ data/authorisations • Need effective tools for both efficacy and residues to permit extrapolation and to avoid duplication of data
