DTRT – Doing The Right Things III In 2001 the European Parliament and the Council adopted the Recommendation providing for minimum criteria for environmental inspections (RMCEI) In 2006 the Netherlands (VROM Inspectorate) led an IMPEL Comparison Programme “Doing the right things” (DTRT I) – Aim was to explore how inspection authorities set priorities with regard to their tasks and activities, being one of the key steps in setting up inspection plans – Project recommendation was to develop a practical guide on planning of environmental inspections for all IMPEL member countries
DTRT – Doing The Right Things III In 2007 - Implementation of project recommendation from DTRT I - Support from other MS - Led by VROM Inspectorate - 4 meeting - September - discussion of draft report - October - draft version of DTRT II As a follow up of the DTRT I and II, in November 2007, was the final version of the “Doing the right things II”, a step-by step guidance book for planning of environmental inspections
DTRT – Doing The Right Things III The guidance book was developed: – To support inspecting authorities in carrying out that difficult task (MCEI) – It helps to pose the right questions and suggests ways for finding the right answers – Guidance book describes the steps for setting up an inspection plan – These steps form the Environmental Planning Cycle, which in turn is part of the environmental inspection cycle
DTRT – Doing The Right Things III In 2008 VROM Inspectorate started with the project “Doing the right things III” 2 workshops were organized: 1. 13-15.10.2008 Leiden, Netherland Notify of participants with the DTRT 2. 24-26.06.2009 Lisbon, Portugal Implementation of DTRT
DTRT – Doing The Right Things III 13-15.10.2008 Leiden, Netherland Training sessions on planning of inspections Aim: – to help participants understand the concept of the Environmental Inspection Cycle and the Environmental Planning Cycle as described in the step-by-step guidance book – to train on how to develop an inspection plan, using the step-by-step guidance book, and how they can pass this knowledge on within their own country Activities: – Presentation of the guidance book – Presentation of the steps on inspection planning – Exercises in working group
DTRT – Doing The Right Things III 24-26.06.2009 Lisbon, Portugal Implementation workshop programme Aim: – To support with the implementation of the methodology in the Member States • Solutions to the identified bottlenecks when bringing the DTRT-principle into practice • Exchange of information and good practices • What should be developed for bringing the DTRT-principle into practice • Develop implementation plan for bringing the DTRT-principle into practice • Support with practical planning issues • Information Exchange network • Input for Multi-Annual working program IMPEL to keep the DTRT-principle alive Activities: – Presentation of good practices – Working groups / Feedback sessions – Discussion and sharing experiences
DTRT – Doing The Right Things III Situation in Macedonia regarding RMCEI: Since January 2007 in R.Macedonia are in force 2 ordinance (in accordance with Law on Environment) regards to MCEI: - the Ordinance on the contents of the annual report on the performed inspection supervision, as well as on the manner and term of the report delivery - the Ordinance on the content of the annual plan on the inspection 2007 – individual inspection plan monthly and annual report 2008 – individual inspection plan monthly and annual report 2009 – individual inspection plan and general inspection plan monthly and annual report
DTRT – Doing The Right Things III Situation in Macedonia regarding RMCEI: Annual report content: - Number of inspections, time schedule, training and workshops attended, activities performed Annual plan content: - Number of inspections, type of inspections, type of installations, time schedule, other activities Annual general plan content: - Legal framework, authorities, organization, type of inspections, frequencies, cooperation with different government bodies, trainings, workshops, etc Review: - Percentage of realization of inspection plan
DTRT – Doing The Right Things III Results: Activities under the IMPEL Network (DTRT Workshops): - Impact to improve our inspection plan - Improvement with faster steps
