ECC and RR Overview cont. • RR106 – Outage Deviation • Prevents Resources with a Day-Ahead Commitment and that are operating in Real-Time with a control status of “Regulating” or “Following Dispatch” from receiving an Outage Deviation when SPP dispatches them to zero MWh output. • The outage deviation calculation of the RUC MWP Distribution is changing to exempt Resource from deviation under the conditions described above. • Applies to all Resources with a minimum operating limit of zero, but will mainly impact VERs. 5

Testing Timeline November and December • November 15: MCRs are effective in MTE. MPs can begin to query and submit data using Markets UI/API • November 28: Structured Testing Begins, scenarios to occur on Tuesday, Wednesday and Thursday • December 5: MCR modeling changes are due by noon • December 6: ECC Testing Status Meeting • December 9: MCR Transition Override Notification Test • December 12: MCR modeling changes are due by noon • December 16: ECC Testing Status Meeting • December 19: MCR modeling changes are due by noon and Unstructured Testing Begins 7
Testing Timeline January, February, and March • January 6: ECC Testing Status Meeting, MCR Transition Override Notification Test and Commercial Model changes are due by 5:00 CPT • January 6: Commercial Model will be frozen for Go Live • January 16: ECC Testing Status Meeting • January 30: ECC Testing Status Meeting • February 1: Unstructured Testing ends • February 23: MCRs are effective for March 1 in Markets UI/API • March 1: MCRs are available for use in Production studies 8

Tips for ECC Scenarios • Submit offer data and parameters such that it will help ensure commitments. (i.e. lower economic prices, lower min/max run times) • Visuals provided in the scenarios is to provide aide in the understanding of how each scenario should be committed, but not necessarily when or how long the commitment should be. • Scenarios on blue tabs are likely to occur on any given day during the overall testing timeline. • State Estimator data will be used if Meter Data is not submitted. • Charge types and billing determinants will be tracked for each Resource owning MP via the Settlements scorecard. This will be posted weekly to the project folder. 10
Market Participant Expectations • MPs with MCRs are expected to test all tabs in the test case document. • MPs will model two additional points required for a MCR, transition flag and configuration number, make those available to SPP’s PROD ICCP system before 11/28 • Outgoing SPP market data from MTE, including the “echoes” of the two points mentioned above, will be made available to members from SPP’s ITE ICCP system • No data from MTE will be passed back through PROD during testing • ALL Resource owning MPs are encouraged to participate in the scenarios, except Overlaps and Transitions, in order to regression test RR161 and RR106 changes. Settlement charge types and determinants for each Asset owner will be tracked on the Settlements scorecard, which will be posted each week. • Complete all Structured Testing by December 16 • Ask questions or report issues via RMS* • Turn in your testing results (MP_ECC_Test_Cases_Scenarios) weekly on Friday’s is appreciated but no later than February 1 via RMS* * using Request Type: Project Inquiries Subtype 1: Enhanced Combined Cycle/Gas Day 11
SPP Expectations • Support MP Testing weekdays 8:00 – 5:00 from November 28 through February 1 • Settlement processing will occur for each operating day during the testing timeline using an accelerated calendar that will be posted on the MTE portal. This includes initial and final statements as well as weekly invoices that post on Thursday • Respond to Market Participant RMS tickets in timely manner • Post the consolidated scorecards on Monday mornings with testing results for each MP • The first scorecard for the initial will be posted on December 12 th , final on the 19 th • Communicate any changes or updates regarding testing or member facing/impacting defects promptly via: ECC Liaison distribution list CWG Exploder MIPO 12
