  5. How we want to make a change Everyone who works in CYPL wants to help children to achieve better outcomes. Throughout all our recommendations and underpinning all of our work, we will focus on enabling you to make a difference in the lives of children. In order to support you and enable you to help children in Bracknell Forest we will: • Focus on the things that make most difference • Remove obstacles in your way • Give you the tools to support your practice • Integrate teams to focus on whole family needs • Use data to help us learn from experience • Make processes simple and effective

The Early Help Family Hub Core Objective Core Objective As agreed through the Gateway Review process, the objective of the Family Hub model is to take a number of separate teams and align these into family hubs. This will maximise case holding capacity and multidisciplinary co-working to ultimately increase the number of high quality outcomes achieved for families . As well as improving outcomes for families, it will be possible to deliver savings to the council.

Where we are with Early Help Family Hubs Activity to date 1) Understand existing challenges January 2) Engage with staff to design February new model & principles & March ~~~~~~~~ 3) Develop details of new model ~~~~ through further engagement April ~~~~~~ 4) Iterate model based on further feedback May & June 5) Carry out formal consultation with teams on proposed model & collate feedback July 2018 6) Respond to feedback and make adjustments to model based on team Now feedback As outlined through the Gateway Review process, we have consulted with teams and are currently working to implement these structure changes.

A Reminder: The Family Hub Proposal Specialist Teams Education Welfare Specialist Youth Specialist Child Employment Young Carer’s Worker Fixed Penalty Notice Worker Traveller Worker Early Language Youth Specialists Parenting Worker Specialist Systemic FSA Co-ordinator Therapist Family Outreach Worker 0-2 Elective Home Education Officer Child Missing Education Officer The two specialist teams are broadly grouped together into a “pre-adolescent” group led by an Education Welfare Specialist and an “adolescent” group led by a Youth Specialist.

Impact on Youth Team Embedding the great work of our Youth Team • We have a really effective & experienced Youth Team that works with some of the most challenging and complex young people in Bracknell • As Youth Workers are not Social Workers, young people are often more likely to engage • As part of the Family Hubs model, we are integrating and embedding the great work that they do into our Family Hub teams

Next Steps Key dates 30 th July Deadline for feedback, comments & questions on the proposal 6 th September Response to teams on any changes to the proposal & affected staff put at risk 25-26 th September Selection interviews 31 st October Redundancies finalised 1 st December New structure to come in to effect
